The United Arab Emirates Consensus was reached after the United Nations Climate Change Conference was extended

After one day of extra time, the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) concluded on the 13th in Dubai, United Arab Emirates. The conference reached the UAE consensus on multiple issues related to the first global inventory, mitigation, adaptation, funding, losses and damages, and fair transformation of the Paris Agreement, which is of significant milestone significance. "We should be proud of our historic achievements," COP28 Chairman Sultan Jabil said in a speech at the closing plenary meeting that day. The agreement reached that day is "a strengthened, balanced, but undoubtedly a historic package of accelerated climate action, and this is the UAE consensus.". During the conference, all parties reached an agreement on important issues such as initiating the Loss and Damage Fund, and achieved breakthroughs in the global adaptation goal framework and the work plan for a just transition path. The conference also decided that Azerbaijan would host the next Conference of the Parties (COP29). Simon Steele, Executive Secretary of the Convention, pointed out that this is the "lifeline" of global climate action, not the "finish line". The global inventory clearly indicates that global climate action is not fast enough, and the international community must fully implement the Paris Agreement. Now, all governments and businesses need to translate these commitments into practical actions without delay. Zhao Yingmin, the head of the Chinese delegation and deputy minister of the Ministry of Ecology and Environment, said in an interview with reporters that the first global climate inventory has opened a new chapter in the global climate process, summarized achievements and gaps, further consolidated the irreversible trend of global green and low-carbon transformation, pointed out the direction for the future, sent a strong positive signal to the international community, and has important milestone significance. This conference has received high attention from the international community, attracting over 110000 registered attendees. Due to many contracting parties believing that the previous version of the agreement text "could not fully address their concerns" and had "serious opposition and division of views", consensus could not be reached before the originally planned closing time.
