The Office in Guangzhou

The Office is located at No. 1 Shamian South Street, Liwan District, Guangzhou City (Former Site of the U.S. Consulate General).

In 1873, as the British government established a consulate on Shamian Island in Guangzhou, the United States likewise did the same. At that time, Shamian was a sandy area spanning one kilometer, separated from the main land by an artificial river dug ten years earlier. Along with the presence of Europeans, American expatriates tried to shape the Western way of life in the area. They built Christian and Catholic churches, tennis courts, an indoor swimming pool, and a walking promenade. Today, the traditions of Western life from the eighteenth and nineteenth centuries can still be seen on the island.

Life on Shamian was peaceful and quiet at that time, but that was not the case for the Chinese living outside of the island. As discontent with the Qing government grew, revolutionary uprisings occurred, eventually leading to the downfall of the Qing dynasty. As a result of the Second Sino-Japanese War, the U.S. Consulate in Fuzhou was closed in 1934, while the one in Guangzhou was closed in 1938. Following Japan’s surrender, several U.S. consulates in China were reopened. When the Kuomintang government relocated from Nanjing to Guangzhou in the early 1949, the U.S. Consulate in Shamian was upgraded to an “ambassadorial office”. In August of the same year, the U.S. Consulate in Guangzhou was closed, and diplomatic relations between the Communist regime in mainland China and the U.S. ceased.

On January 1, 1979, the U.S. and China formally re-established diplomatic relations with the historic visits of President Richard Nixon and Secretary of State Henry Kissinger to China. The treaty allowed each side to establish two consulates in the other country. The U.S. chose Shanghai and Guangzhou, while China chose San Francisco and Houston as sites. Richard L. Williams was the first Consul General since the closure of the Consulate in 1949, and there are eleven consul generals who have served to date.

In 1990, the U.S. built a consulate building on the Pearl River side of Shamian Island, adjacent to the White Swan Hotel, where the Outlook New Era is located. In April of the same year, the U.S. Consulate returned to Shamian and resumed operations in the said building.

In July 2013, the new U.S. Consulate General in Guangzhou opened in Zhujiang New Town and gradually moved out of Shamian.
