To this end, we should combine high-level opening with structural transformation, and jointly promote high-level opening and strong domestic market construction. For example, we should appropriately expand the import of high-quality goods and services to improve the supply capacity and level of domestic service-oriented consumption and promote the upgrading of consumption structure; Promote regional and global cooperation, and make up for the weaknesses of the industrial chain supply chain innovation chain in the further smooth international circulation. The key to innovating the development mechanism of service trade is to promote the docking of rules, regulations, management, standards and internationally accepted rules. First, accelerate the formulation and implementation of the national negative list of cross-border service trade, and grant national treatment to overseas service providers; The second is to take the lead in introducing international advanced management standards in areas that are concerned by foreign investors, such as education, medical care and information, and have a large gap in the domestic market; Third, strengthen the basic position of competition policy in the field of service industry and build a large market of service industry with fair competition; Fourth, strengthen the legislation in key and emerging areas such as service trade and digital trade, and promote the legislation in foreign-related areas with the goal of overall development and security, refine the conditions and procedures for the application of extraterritorial laws, and realize the interaction between domestic law and international law. At the same time, we will actively carry out high-level opening stress tests focusing on trade in services. For example, reduce the negative list of cross-border service trade in Hainan Free Trade Port as soon as possible, accelerate the formation of institutional mechanisms for the innovative development of service trade, such as the Comprehensive and Progressive Trans-Pacific Partnership Agreement and the Digital Economy Partnership Agreement, and increase exploration efforts in the field of digital trade rules. We should promote the cooperation process of the Regional Comprehensive Economic Partnership Agreement (RCEP) with a high level of openness. First, on the basis of taking the lead in fully implementing the RCEP rules and opening commitments, promote the timely expansion and upgrading of RCEP. The second is to focus on the practical needs of advancing the China-ASEAN comprehensive strategic partnership, support Chinese enterprises to increase investment in ASEAN, realize the doubling of the proportion of China's direct investment in ASEAN, and expand the increment of service trade, digital economy and green economy cooperation. The third is to consolidate and expand the "the Belt and Road" regional cooperation with the institutional basis of RCEP regional cooperation. Fourth, give full play to China's advantages in capital and talent, and accelerate the process of functional cooperation with the less developed regions of RCEP focusing on capacity improvement. Fifth, we should coordinate the opening layout of domestic and international regions. With the construction of the headquarters base for domestic enterprises to enter the ASEAN investment cooperation and the headquarters base for ASEAN enterprises to enter the Chinese mainland market as the starting point, we will strive to build the Hainan Free Trade Port into an important hub for comprehensive strategic cooperation between China and ASEAN.
