Building resilient cities that are more livable and intelligent

Recently, according to media reports, the Beijing Resilient Urban Space Special Plan (2022-2035) has been approved by the municipal government. The plan proposes to improve the urban open space system and build three resilient support rings based on the urban park ring, suburban park ring, capital forest wetland park ring, and important lifeline corridor. The vivid and timeless construction landscape is outlining the future prospects of cities suitable for business, living, entertainment, and tourism in the new era. Resilient cities are a new paradigm for sustainable urban development and a clear requirement of the 14th Five Year Plan. Building resilient cities reflects the upgrading of urban managers' understanding of new requirements and standards for urban construction. Under the construction concept of traditional industrial civilization, the centralized, large-scale, and centralized control mode of urban construction has created systematic fragility in cities. Resilient cities require the ability to withstand, adapt, and quickly recover in an inverted environment, emphasizing the ability of cities to adapt to uncertainty. On the one hand, taking the construction of resilient cities as the starting point, we will re integrate the complex functions of cities on top of infrastructure, connect the network of division of labor in various fields, and further enhance the level of urbanization development in China. For example, Tianhe District in Guangzhou focuses on issues related to people's livelihoods such as urban appearance, environmental sanitation, and gas, and uses full effort to improve urban management and build a livable and resilient smart city; The fire department of Nanjing, together with the streets, communities, and property management, is focusing on strengthening publicity and education. Through multi-party cooperation, we will resolutely fight a tough and long-lasting battle against fire safety hazards. On the other hand, high-quality urbanization development will inevitably empower the social ecosystem and bring new impetus to the improvement of national security capabilities in multiple fields. Building a resilient urban spatial zoning that combines centralized and distributed approaches in Beijing, based on the coordinated development of the Beijing Tianjin Hebei region, coordinating ecological networks, disaster prevention networks, and lifeline systems, improving urban open spaces and regional disaster prevention facilities, and constructing a resilient urban support system with "three rings, eight corridors, and multiple support points". Establishing a scientific and targeted framework for evaluating resilient cities, starting from the core functions of urban development, and conducting comprehensive element monitoring, identification, and evaluation of the risks and challenges that each subsystem may face through hierarchical classification, and proposing comprehensive solutions for urban spatial layout, energy supply, industrial layout, material supply, social mobilization, and other aspects, is necessary to clarify the goals and tasks of urban system construction. On this basis, through a package of policy tools, we continuously iterate and upgrade the construction plan of resilient cities, gradually moving from single point strengthening of local urban functions to comprehensive improvement of the overall resilience level of the urban system. Last year, Hefei City has installed over 80000 sets of sensing devices on 137 bridges and over 7000 kilometers of urban pipelines, which can provide real-time monitoring of 25000 high-risk points in cities around the clock. New technologies play a crucial role in the construction and shaping of resilient cities. In Shanghai, with the help of various intelligent IoT devices, real-time information on the condition of a large number of manhole covers and fire hydrants can be timely grasped, and cracks and structural changes in infrastructure such as elevated structures and tunnels can also be observed in seconds.
