To promote the integrated development of urban and rural areas, it is necessary to accelerate the new urbanization with county towns as important carriers, improve the functions of county towns around improving energy levels, expanding space, optimizing quality, and strengthening industries, enhance the comprehensive carrying capacity and service efficiency of county towns, and promote the integrated development of urban and rural areas in the county through high-quality development of county towns. Accelerate the construction of new urbanization and enhance the development level of county towns. County towns are a fundamental component of China's urban system.
