Recently, the Ministry of Commerce and nine other departments issued the "Implementation Opinions on Promoting the High Quality Development of Rural E-commerce" (hereinafter referred to as the "Opinions"), which specifies that within five years, a rural e-commerce service system with complete facilities, active entities, smooth circulation, and efficient services will be basically built. The Opinion proposes 14 specific measures from six aspects, including building a multi-level rural e-commerce comprehensive service platform and accelerating the construction of a modern logistics and distribution system in rural areas, to make detailed arrangements for promoting the dual improvement of farmers' income and rural consumption. The high-quality development of rural e-commerce is an important lever for comprehensively promoting rural revitalization. In 2024, the No. 1 central document proposed to implement the high-quality development project of rural e-commerce and promote the construction of county e-commerce live broadcast bases. Rural e-commerce, as a typical application scenario for the deep integration of digital economy and agriculture and rural areas, has shown a vigorous development trend in recent years. According to business big data monitoring, in 2023, the national rural online retail sales reached 2.5 trillion yuan, and the national agricultural product online sales reached 587.03 billion yuan. The full application of digital technology in rural e-commerce has changed the traditional mode of agricultural operation, promoted the restructuring of various entities and elements in the industrial chain, and ultimately brought about the enhancement of the value chain and the deep upgrading of the industry. The high-quality development of rural e-commerce promotes the transformation of traditional agriculture to modern agriculture. As an important component of rural e-commerce, agricultural product e-commerce has effectively shortened the trading chain of agricultural products and expanded the trading scope of agricultural products through digital platforms. More importantly, it constructs a comprehensive and real-time supply and demand docking model, thereby solving the fundamental problem of who produces agricultural products, what they produce, and how much they produce. At the same time, rural e-commerce has also put forward higher requirements for the quality of agricultural products, which forces farmers to adopt more green, ecological, and high-quality planting and breeding models, thereby promoting agricultural production on the path of specialization and standardization. The high-quality development of rural e-commerce promotes the formation of new formats and models in counties, ultimately forming new development momentum in counties. The development of rural e-commerce has promoted the transformation of counties from a single industry to a diversified industry. The e-commerce of agricultural products requires deep processing of primary agricultural products, as well as support from multiple industrial systems such as warehousing, packaging, logistics, and operation. As a result, rural e-commerce has driven the vigorous development of the county's second and third industries, optimizing the county's economic structure. The development of rural e-commerce is also conducive to the development of new industrial models and the creation of new industrial models, thereby achieving a transformation from traditional models to new development models. For example, the development of e-commerce requires counties to explore local characteristic resources, build local characteristic brands, and integrate diverse industries, thereby enhancing the visibility and competitiveness of the county. The constantly emerging new forms and models of county-level industries not only provide local talents with more opportunities for employment and entrepreneurship, but also attract "digital vagrants" including technology workers, entrepreneurs, and artists to come to rural areas.
