New productive forces are advanced productive forces characterized by innovation, high technology, high efficiency, and high quality. They have the highest technological content, the most active development, and the strongest driving and supporting forces among productive forces. Developing new quality productive forces is not only a necessity for China to enter a new stage of development and promote high-quality development, but also an inevitable requirement for China's economy to seize opportunities and occupy the industrial high ground in the current period. Specifically, this is reflected in the following three aspects: firstly, the important focus of high-quality development is to accelerate the development of new productive forces. High quality development is the primary task of comprehensively building a socialist modernized country, centered on improving the quality and efficiency of development, and reflecting the new development concept. At the current stage, high-quality development is mainly reflected in promoting economic transformation and upgrading with technological innovation as the leading factor. At the industrial level, it means an increase in the proportion and driving force of technology intensive industries, especially emerging industries. Internally, it is reflected in the improvement of technological innovation level, especially the progress of key core technologies, and the promotion of industrial structure towards higher development. At the level of productivity, this is to promote the formation and development of new quality productivity. The second is to develop emerging industries and cultivate new economic growth points. The long-term sustained and rapid development of a country's economy requires the emergence of new economic growth points. Currently, new productive forces, especially emerging industries as their core components, are the main source of new economic growth points for various countries. The practice of the development of the information technology industry has proven that if a country can seize the opportunity in emerging industries, it will be able to continue to benefit for a long time. Emerging industries belong to the new track, and the gap in development levels among countries around the world is much smaller than that of traditional industries. Therefore, emerging industries have become strategic high ground for countries to compete for, and both developed and developing countries are striving to seize the opportunity. In this situation, as a major industrial country in the world, China must actively develop emerging industries and accelerate the development of new quality productivity. The third is to deeply cultivate traditional industries and win the initiative in fierce international competition. At present, China has formed a competitive model with low cost as the main advantage in traditional industries, especially labor-intensive and capital intensive industries. In the stage of high-quality development, it is necessary to shift towards a core competitive model relying mainly on technology. In the context of increasingly fierce international competition and significant changes in the international economic and political environment, in order to win the initiative, we need to accelerate the pace of technological innovation, especially the breakthrough of key core technologies, and enhance China's position in the international division of labor. This also requires us to accelerate the development of new quality productive forces. It should be emphasized that developing new quality productive forces requires a sense of crisis. Overall, new quality productivity is the most knowledge intensive part of productivity, relying on the collaborative operation of government, universities, research institutions, enterprises, and technology intermediary organizations. It covers various links such as basic research, applied research, and experimental development, and its formation and development are very difficult. At the same time, China's current development is facing many challenges from both internal and external environments, which requires us to accelerate the completion of new quality productivity.
