Developing county-level scientific and technological innovation according to local conditions

The county level is a crucial link that connects the past and the future, and is an important support for the integrated development of urban and rural areas in China. Since the Ministry of Science and Technology initiated the construction of the first batch of 52 innovative counties (cities) in 2018, an additional 92 counties (cities) were included in the second batch of construction list in 2023. Innovative counties (cities) have gradually become the benchmark for county-level innovation driven development. Recently, the research results of the 2023 China High Quality Development Index for Small and Medium sized Cities have been released, and the list of the top 100 counties and cities in scientific and technological innovation has been released, reflecting the supporting role of scientific and technological innovation in county development. In the new situation, innovation drives high-quality development, with weaknesses in the county level, driving force and vitality in the county level, and advantages and momentum in the county level. Compared with large and medium-sized cities, counties are often at the end of the innovation chain, with fewer higher education institutions and research institutions, generally weaker new infrastructure, limited application scenarios for new production factors such as digital and information, and less ideal comprehensive supporting environment, resulting in insufficient talent attraction and intertwined talent loss. To address these issues, various regions have introduced incentive measures, but in reality, many counties lack the ability to gather scientific research elements, making it difficult to achieve innovation driven development on this basis. Only by continuously improving the attractiveness, carrying capacity, and radiation of county-level factors and resources can the "Ren Du Er Mai" of scientific and technological innovation development be completely connected. Adapting to local conditions is the key to showcasing one's strengths. Each county should consider, make decisions, and handle tasks based on its own resource endowment, industrial foundation, and progress of scientific and technological project construction, strengthen classification guidance, and provide corresponding supporting policies for different types of counties. For counties (cities) that have been selected for the construction of innovative counties (cities), they should leverage their relatively abundant advantages in science and technology innovation resources, layout the industrial chain around the innovation chain, actively cultivate new quality productivity, and appropriately transfer and transmit science and technology innovation elements to surrounding areas to drive the overall improvement of regional innovation strength. For counties with weak innovation strength, few scientific research talents, and far away from the center of scientific and technological innovation, they should widely gather technology, capital, data and other scientific and technological innovation elements, first solve the problem of quantity, and then consider the improvement of quality. The science and technology innovation platform is an important carrier for optimizing resource allocation. Gathering scientific and technological innovation elements requires strengthening the construction of scientific and technological innovation platform carriers. On the one hand, each county can focus on local leading and characteristic industries, rely on leading enterprises and dominant enterprises in the main industry, flexibly use government building, multi-party cooperation, and enterprise led forms to plan and build various technology innovation centers, key laboratories, and research and development institutions, and open up channels for talent project landing and enterprise industrialization. On the other hand, strengthening the position of enterprises as the main body of innovation and exploring mechanisms for cross regional linkage and sharing of innovation resources. Counties with insufficient scientific and technological innovation elements can try to establish "innovation enclaves" in cities where talents, resources, and projects gather, explore a reverse innovation model of "R&D incubation in other places and industrialization in the local area", and better meet the one-stop innovation and entrepreneurship needs of "entrepreneurship incubation industry life". Encourage local enterprises to flexibly utilize talents and technological resources from advanced regions through co construction of industry university research technology innovation carriers, industrial colleges, research and development centers, and other means. To gather more scientific and technological innovation elements in counties, it is also necessary to optimize the scientific and technological ecological environment.
