National People's Congress, Education, Science and Health Commission: Urgently improve the revised draft of the Teachers Law

The revision of the Teachers Law has been included in the first category of the legislative plan of the 14th National People's Congress Standing Committee. The reporter recently learned from the National People's Congress (NPC) Education, Science, Culture and Health Commission that the commission has urged relevant departments to carefully study the opinions and suggestions proposed by the representative's proposal on amending the Teacher Law, and to improve the draft law revision as soon as possible, and submit it to the NPC Standing Committee for review as soon as possible. It is understood that based on in-depth research and extensive solicitation of opinions, the Ministry of Education has drafted a revised draft of the Teacher Law (for review) and submitted it to the State Council for review in October 2022. Subsequently, the Ministry of Justice solicited written opinions from relevant central departments, local governments, relevant societies, as well as some schools, experts and scholars, and is working with the Ministry of Education to revise and improve them. During the first session of the 14th National People's Congress, representatives proposed a proposal to amend the Teachers Law. The proposal proposes that some of the contents of the Teacher Law can no longer meet the actual requirements of the new era of education reform and development and teacher team construction. It is suggested to amend the Teacher Law, further strengthen government responsibilities, clarify departmental responsibilities, clarify the legal status and rights and obligations of teachers, improve the social status and treatment of teachers, increase teacher training efforts, increase relevant provisions on teacher education punishment rights, and legal responsibilities for violations of paid remedial classes. The Ministry of Education believes that the suggestions put forward by the representatives are highly targeted and have strong guiding significance for improving the revised draft. The Ministry of Human Resources and Social Security has proposed to fully study the key issues raised in the representative's proposal and actively cooperate with relevant departments to do a good job in revising the Teacher's Law.
