On January 27th, the "General Aviation Law First" Practical Forum was held in Beijing. Experts in the general aviation industry, leading talents in the industry, and other guests at the conference gave opinions from different perspectives and fields, providing reference opinions on how to use the rule of law to safeguard the general aviation industry. While the aviation industry is flourishing, it is also facing a large number of thorny problems that urgently require legal solutions. Cao Weizhou, Chairman of the China Scholarship Development Foundation, pointed out in his speech that the law is the "booster" of economic development, and the development of the aviation industry cannot be separated from the guarantee of the rule of law. Xu Changdong, President of the Entrepreneurship Association of the European and American Alumni Association, pointed out that compared to the United States, the development of China's aviation industry is still in its early stages, and there is huge potential for the future. Every practitioner who dedicates themselves to the cause of navigation is a hero in expanding their territory. Zhang Feng, Chairman of the China Aircraft Owners and Pilots Association, said that the development of general aviation industry has its objective laws and is an inevitable result of technological development. The laws and regulations in the field of navigation are not yet perfect, providing numerous opportunities for legal talents to participate. Chen Jianyou, Deputy Secretary of the Party Committee of Northwestern Polytechnical University, believes that the general aviation industry cannot do without legal protection. Northwestern Polytechnical University is a national "Double First Class" construction university characterized by the development of talent cultivation and scientific research in the fields of aviation, aerospace, and navigation. In the future, it will fully leverage the advantages of the "three aviation" characteristics, create distinctive legal education, and achieve integrated development of industry, academia, and research. The theme of the second session of the forum is "Building a Legal System for the Aviation Industry", presided over by Xiao Zhiyuan, Vice Chairman of the China Aircraft Owners and Pilots Association. Tang He, Director of the Navigation Department of the Transportation Department of the Civil Aviation Administration of China, put forward his own views on the current hotspots of aviation development. Tang He believes that the public is not familiar with low altitude economy and general aviation, and it is necessary to raise awareness in terms of concepts. Under the concept of the rule of law, it is necessary to cultivate new drivers of low altitude economic development, promote orderly industrial development, and consolidate the legal foundation. Low altitude economy and general aviation cannot be carried out blindly and uniformly, but should be differentiated and adjusted based on objective facts, "looking down at the road" and promoting in a healthy manner. Feng Dengchao, an expert in low altitude safety, associate professor of the Department of Public Security at Shandong Police College, and an engineering PhD, gave a speech titled "Analysis of Low Altitude Economy and Low Altitude Safety Management". He expressed his views on the concept of "low altitude economy", low altitude safety management, and difficulties. Tian Lin, a researcher at the Institute of Comparative Administrative Law at Renmin University of China, gave a speech titled "The Aviation Industry Calls for Technological Progress and Legislative Innovation", summarizing the current legal and policy situation of the aviation industry and analyzing the legislative innovation needs of general aviation. The theme of the third session of the forum is "Building a Legal System for the Aviation Industry", presided over by Li Na, Vice Dean of the School of Public Policy and Management at Northwestern Polytechnical University. Shen Sibao, President of the International Economic Law Research Association of the China Law Society, Chairman of the Shenzhen International Arbitration Court, Honorary Director of the Yingke Global Board of Directors, and Chief Expert of the Yingke Expert Advisory Committee, pointed out that the current regulatory system for the general aviation industry is not yet perfect, and it is necessary to summarize experience through practice and refine it into norms.
