Since the beginning of this year, the Central Commission for Discipline Inspection and the National Supervisory Commission have made conducting special supervision on farmland protection an important part of political supervision. They have conducted centralized supervision and handling of 66 clues related to violations of discipline and law on farmland, urged the strengthening of disciplinary law enforcement, and rigorously investigated the responsibility, corruption, and work style issues behind the problems. As of now, all 66 problem clues have been resolved, and a total of 746 people have been held accountable, of which 204 are "leaders" of local party committees, governments, or departments. In February of this year, the Central Commission for Discipline Inspection issued the "Opinions on Carrying out Special Rectification of Unhealthy Practices and Corruption in the Field of Rural Revitalization", focusing on resolutely punishing corruption and work style issues in the implementation of strategic measures such as food security and farmland protection, and making deployments within the national disciplinary inspection and supervision system. Disciplinary inspection and supervision organs at all levels, based on their functional responsibilities, strengthen supervision, discipline and accountability, urge and promote relevant functional departments and local governments to strengthen supervision, increase rectification efforts, and thoroughly investigate the responsibility, corruption, and work style issues behind the chaos of farmland protection. Strengthen supervision and communication with functional departments. In September, the Party and Political Conduct Supervision Office of the Central Commission for Discipline Inspection and the National Supervisory Commission issued a letter to urge relevant provincial (district) discipline inspection and supervision commissions to follow up and hold accountable for the prominent issues of illegal farmland discovered and interviewed by the national natural resources inspection. The disciplinary inspection and supervision teams of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed in the Ministry of Natural Resources and the Ministry of Agriculture and Rural Affairs have established special teams and attended meetings to supervise and promote the stationed departments to conscientiously fulfill their duties. Strengthen clue supervision and strictly investigate the responsibility, corruption, and work style issues behind the chaos. Pay close attention to 66 clues related to violations of discipline and law in cultivated land, and seriously investigate and deal with formalism and bureaucracy in implementing the decisions and arrangements of the Party Central Committee, as well as the responsibility issues behind illegal promotion and approval by local Party committees, governments, and functional departments, as well as corruption issues such as using power for personal gain and accepting bribes. In the investigation and handling of 66 clues related to violations of discipline and law, a total of 378 people were assisted with the first form of criticism and education, 319 people were treated with the second form, 23 people were treated with the third form, and 26 people were treated with the fourth form. Focus on prominent issues and promote rectification and rectification. Focusing on the issue of illegal construction of villas, guiding the discipline inspection and supervision commissions of Shandong and Hubei provinces to seriously investigate and deal with four cases of rooftop illegal construction, and holding 46 people accountable; Together with the Yunnan Provincial Commission for Discipline Inspection and Supervision, we will urge and promote the completion of rectification for three illegal villa projects in Yingjiang County and Dali City. We will closely monitor the issue of illegal occupation of farmland and construction of houses in rural areas, promote the orderly rectification of existing problems in accordance with the law, curb new problems with a "zero tolerance" attitude, and strictly investigate and punish illegal constructions against wind. Since the launch of the special rectification of rural illegal occupation of arable land for building houses in July 2020, disciplinary inspection and supervision organs at all levels have investigated and dealt with 8306 related issues, and imposed party discipline and government penalties on 8803 people. Through sorting out typical cases, it was found that the implementation of the Party Central Committee's decision and deployment on farmland protection has deviated from the norm, leading cadres have illegally intervened in land improvement projects for personal gain, and local party committees and governments
