The Ministry of Education Holds the First National Conference on Administrative Law Enforcement for Extracurricular Training, Leveraging the Role of the Rule of Law in the Governance of Extracurricular Training

Recently, the Ministry of Education held the first national on-site meeting on administrative law enforcement for off campus training in Qingdao, Shandong. The meeting emphasized that the Central Committee of the Communist Party of China attaches great importance to the comprehensive development and healthy growth of primary and secondary school students, and has made major decisions and deployments for "double reduction". The "double reduction" work is long-term, complex, and arduous. It is necessary to continuously strengthen the rule of law thinking in extracurricular training, and focus on playing the leading, promoting, and safeguarding role of the rule of law in the governance of extracurricular training, so that extracurricular training can operate on the track of the rule of law. The meeting pointed out that since the promulgation of the Interim Measures for Administrative Punishments for Off campus Training, various regions have strengthened legal publicity, improved law enforcement capabilities, strictly standardized, fair, and civilized law enforcement, protected compliant individuals, and made positive progress by making violators pay the price. The governance of off campus training institutions has entered a new stage of standardized and civilized law enforcement. The meeting called for various regions to improve the off campus training and law enforcement system, promote the improvement of the joint law enforcement mechanism under the leadership of the Party Committee and the government, and effectively enhance law enforcement capabilities and widely gather law enforcement forces. We must strictly regulate, fairly, and civilized extracurricular training and law enforcement, adhere to the principle of equivalent punishment, and combine punishment with education. We need to strengthen the supervision of law enforcement through off campus training, improve the mechanisms of listing and supervision, public notification, statistical reporting, and accountability, and strengthen law enforcement responsibilities layer by layer, in order to enforce laws and regulations against illegal activities. The meeting emphasized the need to regulate the order of the extracurricular training industry in accordance with the law, promote honest, trustworthy and legal operations, and return extracurricular training to a "conscientious industry". We must protect the legitimate rights and interests of the people in accordance with the law, and seriously investigate and deal with illegal training activities, especially training institutions that find it difficult to refund fees and run away with payments.
