The report of the 20th National Congress of the Communist Party of China emphasizes the improvement of the social governance system of co construction, co governance, and sharing, and the enhancement of social governance efficiency. In recent years, the procuratorial organs in Zhejiang have deeply integrated into social governance, and through "digital empowerment supervision, supervision promotes governance", effectively promoting the expansion of supervision effects from case handling and similar case supervision to specific areas of systematic governance. In order to further adapt to the new situation of Chinese path to modernization governance, Zhejiang procuratorial organs explore the construction of a digital platform of "procuratorial+collaborative governance", activate elements in a wider range, integrate resources in a wider range, and integrate functions at a deeper level, so as to contribute more procuratorial "governance" wisdom to promoting the realization of the vision of "everyone is responsible, everyone is responsible, and everyone enjoys" social governance. Realistic demand: There are limitations and delays in the participation of procuratorial supervision in social governance. Digital prosecution, with its advantages of high innovation, strong penetration, and wide coverage, has become an effective means for procuratorial organs to improve the quality and efficiency of legal supervision and integrate into the social governance system. However, overall, the role of the procuratorial organs in social governance participation, coverage, and contribution is not fully utilized, and there is still a gap between them and the expectations of the Party committee, government, and the people. The field of collaboration needs to be extended. Since 2017, Zhejiang procuratorial organs have taken the lead in promoting the construction of an "integrated political and legal case handling system" nationwide. It has achieved full connectivity of 777 political and legal units at the third level in the province, and 257 business processes have been launched. More than 99% of criminal cases have been transferred online. However, special procuratorial services such as civil, administrative, public interest litigation, and complaints have not yet been coordinated with the units involved. Aggregation and connectivity need to be strengthened. In recent years, Zhejiang procuratorial organs have launched influential digital supervision models such as "shell companies", "fraudulent loans", and illegal pension payments nationwide, as well as intelligent prosecution applications such as "non custodial codes" and "case codes", civil judgment intelligent supervision, and integrated supervision of property and criminal execution. However, most of the supervision models and application scenarios are still in the stage of "breakthrough in one domain", with localized data accumulation and collection The regionalization of governance scope and the interconnected effect of "global sharing" are far from being achieved. The governance efficiency needs to be improved. On the one hand, traditional one-way, passive, and post supervision lacks attention to social governance issues behind cases, often leading to fragmented governance, passive governance, and lagging governance; On the other hand, the existing collaborative structure of supervision matters mainly consists of a one-way "initiation cooperation" mode between the supervisory unit and the supervised unit, with insufficient bidirectional collaborative driving. It is difficult to discover supervision clues, narrow source channels, and untimely acquisition, resulting in the overall passive and dependent state of legal supervision work. Goal positioning: To fully integrate into the overall pattern of diversified and co governance in social governance, the digital platform of "prosecution+collaborative and co governance" carries the second half of the article of the digital prosecution strategy of "supervision promotes governance", aiming to promote the optimization of the path to achieve collaborative governance and the doubling of benefits, better responding to the needs of social governance in the era. Efforts will be made to build a digital platform that is interconnected and applied at different levels throughout the province. As the core supporting architecture of Zhejiang's digital prosecution, the "prosecution+collaborative governance" platform will plan to integrate functional sub scenarios such as prosecution hearings, prosecution suggestions, and supervision by the People's Congress Intelligence Unit, as well as business sub scenarios such as comprehensive judicial protection of minors, enterprise compliance, and shell company governance,
