Recently, the latest revised version of Annex 10 to the Convention on International Civil Aviation, which includes standards and recommended measures for the Beidou Satellite Navigation System (hereinafter referred to as the "Beidou System"), has officially come into effect. This marks the official accession of the Beidou system to the International Civil Aviation Organization (ICAO) standards, becoming a universal satellite navigation system for global civil aviation. The Convention on International Civil Aviation, commonly known as the "Chicago Convention," is the most important international convention related to international civil aviation and also a constitutional document for international civil aviation activities. As a satellite navigation system independently built and operated by China, Beidou System is one of the four major global satellite navigation systems recognized by the United Nations, serving users in over 200 countries and regions worldwide. However, in the field of international civil aviation, the Beidou system has not yet obtained access. Due to the first mover advantage of the Global Positioning System (GPS) in the United States, current global civil aviation transportation aircraft mainly use GPS satellite positioning services and navigation equipment. The Beidou system has officially entered the relevant standards in this field after 13 years, undoubtedly an important achievement in the development process of China's satellite navigation system application. For the civil aviation industry, which places great importance on safety, even the fabric selection of aircraft seats requires rigorous flame retardant testing. Civil aviation aircraft are designed to habitually retain multiple safety redundancy, which is a key foundation for ensuring the safety of civil aviation aircraft. The International Civil Aviation Organization has stated that the current satellite navigation system for civil aviation aircraft only uses GPS as a single constellation, which has certain deficiencies in the functionality and performance of satellite navigation. Other satellite navigation constellations are needed to make up for this and form a new pattern of common development. Satellite navigation system is a key link related to flight safety. Incorporating the new satellite navigation system into the International Civil Aviation Organization standard documents must undergo extremely strict performance verification and compatibility testing.
