Accelerated modernization construction of the Belgian military

2023-11-15

Recently, the "Army Technology" website quoted data from the "Global Data" international consulting company as reporting that Belgium will accelerate the modernization of its military, driven by the continuous growth of defense spending. Military spending continues to grow. In 2015, the Belgian government introduced the "Strategic Defense Plan", and its defense spending has continued to grow since then. Data shows that in 2015, Belgium's defense expenditure was approximately 3.79 billion US dollars, increasing to 4.25 billion US dollars in 2019. After that, the growth rate exceeded 10% for three consecutive years, reaching 6.23 billion US dollars in 2022, and the defense budget for 2023 was approximately 7.1 billion US dollars. According to the report, the average annual growth rate of Belgian defense expenditure is expected to exceed 4% in the next five years. On the basis of implementing the existing budget, the Belgian government has planned a modernization construction fund of approximately $10.8 billion by 2030. At present, the proportion of Belgian defense expenditure in GDP is around 1%. According to the plan proposed by the Belgian government in 2022, this proportion will reach 1.54% by 2030 and 2% by 2035. In April of this year, Belgium officially approved the "Security, Technology, Ambition, and Resilience" plan (abbreviated as the "Star" plan) that had been planned since 2017, and updated the "Military Planning Act" to clarify the specific tasks and contents of military modernization construction. In terms of staffing, the Belgian Planning General's team has increased from 25000 to 29000 personnel. In terms of organizational structure, Belgium will modernize the Army's only motorized infantry brigade, upgrading from four infantry battalions to four "Griffin" armored vehicle infantry battalions and two "Jaguar" infantry tank cavalry battalions. In addition, one reconnaissance battalion will be built and two logistics support companies will be rebuilt to cooperate with the new combat brigade in carrying out combat tasks. In terms of weapons and equipment, the Belgian Army will conduct large-scale procurement of new main battle tanks, infantry tanks, armored personnel carriers, and self-propelled artillery; The Air Force will purchase 15 general-purpose helicopters, 8 heavy-duty helicopters, and MQ-9 drones; The Navy plans to upgrade its air defense system for the new anti-submarine frigate and purchase four additional maritime search and rescue helicopters. For a long time, influenced by the concept of "peace dividend", the Belgian military has had distinct development characteristics, and its staffing and defense expenses have been at a low level for a long time. Moreover, it has been relying on the NATO framework to carry out military operations, lacking independence and autonomy. In recent years, Belgium has successively signed large-scale equipment procurement contracts such as F-35A fighter jets, "Caesar" NG self-propelled howitzers, and multi-purpose frigates, promoting the upgrading of main combat equipment. At the same time, it began to focus on the development of combat forces in new fields. In October 2022, Belgium established the Cybercommand, which is responsible for future military cybersecurity, network intelligence collection, and network technology innovation, and plans to form an artificial intelligence team in the intelligence reconnaissance battalion. The Belgian Army also assigns drone teams to each infantry battalion, and the Air Force also conducts research on drone and anti drone combat methods. In addition, the Belgian military continues to strengthen cooperation and exchanges with its allies. In addition to maintaining equipment interoperability with the French military, Belgium also plans to cooperate with Luxembourg to establish a joint reconnaissance battalion of approximately 700 personnel, in collaboration with the Netherlands and Luxembourg
