Recently, the revised draft of the Cultural Relics Protection Law was submitted for the first time for review at the 6th meeting of the Standing Committee of the 14th National People's Congress. There are multiple points worth paying attention to in the revision of the Cultural Relics Protection Law: adhering to the principle of protection first and further improving the cultural relics protection and management system; Promote rational utilization, promote digital collection and display utilization of cultural relics resources; Intensify punishment and further crack down on illegal activities; Strengthen the tracing of cultural relics and promote international exchange and cooperation. Since its implementation in 1982, the Cultural Relics Protection Law has undergone five revisions. This revision will increase the number of articles from the current 80 to 92 while maintaining the framework of the chapters. This means that cultural relics protection work has more detailed and clear legal support, and some effective systems in practice will be upgraded to laws. As an ancient civilization with a history of over 5000 years, China has a rich variety of cultural relics, a large number of cultural relics, and a wide distribution of cultural relics. Only by keeping up with the times and adapting to relevant laws and regulations in the current social reality environment can we better protect cultural relics and protect the material heritage that condenses the outstanding traditional Chinese culture. In the revised draft of the Cultural Relics Protection Law submitted for review, the focus of recent years on strengthening the management of the restoration, replication, and rubbing of cultural relics in museum collections has been clearly included in the revised content. Strengthening the management of rubbings on cultural relics in museum collections is a meaningful detail measure for cultural relic protection, and also an important way to glimpse the effectiveness of legislative protection of cultural relics from a small perspective. Rubbings, commonly seen in manual replication of stone carvings and cultural relics, have always been a favorite among history enthusiasts and calligraphy enthusiasts. In the past, many museums have used the sale of rubbings as an important way to expand their revenue through museum operations. But in a sense, stone inscriptions, cultural relics, and rubbings are also state-owned assets. In January 2022, the National Cutural Heritage Administration issued a notice to strengthen the management of rubbings on stone relics. The notice specifies strict restrictions on the sale of stone inscriptions, cultural relics, and rubbings. Due to the involvement of multiple interests, this notice sparked heated discussions at the time. The revised draft of the Cultural Relics Protection Law includes the management of rubbings on cultural relics in museum collections. The legislation clarifies the determination of the competent department to protect cultural relics such as stone carvings, and will also be refined and confirmed in subsequent implementation regulations of the Cultural Relics Protection Law. Cultural relic protection is actually a dynamic process of protection, but for a certain type of cultural relic protection, it needs to be presented at the legal and policy levels. Strengthening the management of the restoration, replication, and rubbing of cultural relics in museum collections "is precisely what is presented in the revised draft of the Cultural Relics Protection Law, which implements the requirement of" adhering to protection first and further improving the cultural relics protection management system ". It is worth reiterating that the protection and development of cultural relics cannot be achieved simultaneously. But sometimes the success achieved in the development of cultural relics often makes people underestimate the protection of cultural relics. Adhering to the principle of protection first means that people should always be aware that related work cannot be put the cart before the horse, and it is necessary to firmly adhere to putting the protection of cultural relics first. When people can approach the protection of cultural relics with the concept of "adhering to protection first", they can adhere to the thinking of "archaeology first, then sale" in more social production and life processes, achieve reasonable and moderate transfer of cultural relics protection in economic development, and truly transfer cultural relics protection
