People's hot review: It is natural to punish wayward tourists who do not follow the ordinary path

2023-10-11

On October 9th, the Sichuan Siguniang Mountain Scenic Area Management Bureau issued a notice stating that two women, after buying tickets to enter the scenic area, disregarded signs and staff's dissuasion, and carried out hiking activities inside the scenic area. They later reported to the police for help due to distress and were rescued from the mountain. Due to their violation of the prohibition regulations on the management of the Siguniang Mountain Scenic Area, the scenic area prohibits them from re-entering the Siguniang Mountain Scenic Area (including Shuangqiaogou, Changpinggou, Haizigou) for life and all other forms of tourism. Hiking has become increasingly popular among young people in recent years. This leisure sport is understandable, but all sports must respect the rules and ensure safety. Some people often overlook the issue of rules when hiking, not only challenging the bottom line of scenic area management regulations and the red line of the law, but also endangering their own and others' personal safety. Every time a similar danger occurs, it brings a huge test to the emergency response mechanism and on-site rescue capabilities. On the one hand, most of these types of rescue operations occur in places with few people and complex natural conditions, and even professional rescue personnel often bear enormous pressure as a result. On the other hand, who should bear the human and material resources consumed in rescue, as well as the risks faced by rescue personnel? Siguniang Mountain is located in Xiaojin County, Aba Prefecture, and is known as the "Behind the Shu Mountains" and the "Eastern Alps". It is deeply loved by outdoor hikers. At present, Siguniang Mountain has formed four boutique outdoor tourism and hiking routes, over 100 ice climbing routes, and two rock climbing bases. It receives over 50000 tourists from rafting, hiking, outdoor, ice climbing, and mountain climbing every year. However, despite the mature hiking routes set up in Siguniang Mountain, many wayward tourists still insist on "not taking ordinary paths", which has caused trouble multiple times. In September 2018, the Siguniang Mountain Scenic Area launched a "paid rescue" program. Any group or individual who enters the Siguniang Mountain Scenic Area without authorization and needs rescue in case of danger, or violates regulations to carry out mountain climbing, hiking, rock climbing and other outdoor sports activities in the scenic area and needs rescue, must pay for the expenses incurred by the rescue themselves. At that time, the figures disclosed by the scenic area were: according to incomplete statistics, from 2004 to September 2018, there were more than 30 major accidents caused by illegal mountaineering and crossing in Siguniang Mountain, and more than 20 people paid their lives for this. The annual cost of searching and rescuing people in distress who illegally cross the scenic area by the management bureau exceeds 500000 yuan, wasting financial and material resources as well as public resources. To this day, although the Four Girls Mountain scenic area has issued multiple "paid rescue" tickets, it has not stopped some people from trying the danger privately. From this, it can be seen that the limited "paid rescue" tickets are not enough to "dissuade" those "adventurers" who illegally climb mountains. The reason for this is that some outdoor enthusiasts not only have an excessive superstition of their own experience and strength, but also have a mentality of "moving forward with difficulty". In order to complete the so-called "feat" in their hearts, they often are not afraid to trample on management regulations and forget personal safety. The so-called adventure should not be due to one's own recklessness, putting personal safety and public interests at risk. How can those who do not even cherish and cherish their own lives cherish and cherish natural landscapes and beautiful rivers and mountains?
