Multidimensional release of technological support vitality

2023-09-27

At present, the development of digital prosecution represented by the construction of big data legal supervision models has become a common trend, with the wind rising at the end of the Qing Ping era and the waves rising between the ripples. In the first half of this year, the contribution rates of digital prosecution by Beijing's procuratorial organs to the discovery of supervisory clues and the handling of supervisory cases reached 66.5% and 67.3%, respectively. The proportion of digital prosecution supervision cases in all supervisory cases reached 58.2%. Using digital prosecution to drive legal supervision to improve quality and efficiency has become a distinct characteristic of Beijing's procuratorial organs in fulfilling their duties. The Procurator General of the Supreme People's Procuratorate should bravely emphasize the need to build a digital procuratorial work mechanism with "business leadership, data integration, technical support, and emphasis on application". These four links are interconnected and indispensable. From the perspective of technology empowerment, "technical support" is an important hub and key node that promotes the implementation of data commercialization. If there is no technical support for transformation, data is still "sleeping" data, and business requirements cannot move from the "fleeting" in the mind to practical application scenarios. At present, the procuratorates at all levels in the city have preliminarily formed a digital prosecutorial technology support system that is spontaneously applied by prosecutors, independently researched and developed by prosecutorial technical personnel, and supported by third-party institutions' external brains. Relying on digital concepts to carry out big data legal supervision work does not mean that all supervision models require specialized software development. For different orders of magnitude and structured supervision data, the most effective approach is to select different data analysis methods and build flexible and diverse data models. Firstly, for low order of magnitude and structured supervisory data, table tools can be used to solve data analysis for 80% of application scenarios. The spreadsheet software provides a large number of functions for use, making data analysis simple and convenient. For example, in various trial execution supervision scenarios involving date judgment, such as detention period, execution period, probation period, and overdue trial period, date time function and logic function can be used to compare date data according to relevant legal regulations and business rules. For example, in various scenarios involving comparison and analysis of identity information of natural or legal persons, such as prohibition of employment and "judgment without enforcement", query and reference functions or database functions can be used to achieve this. This method allows both technical and business personnel to use it directly after familiarizing themselves with the characteristics of the function, and perform step-by-step operations on structured data according to business rules and conditions, gradually obtaining the required data. Secondly, for high-order or unstructured supervised data processing patterns, it is necessary to use relatively professional tool software or simple programming to solve them. For text information such as brief cases and phone records that have been included in table management, keyword information can still be extracted using table software text functions or advanced filters. When facing messy and irregular text, regular expressions can be used in conjunction with spreadsheet software to extract text. Prosecutors have certain programming skills, and using programming software in conjunction with regular expressions can more efficiently solve problems. For example, when constructing a false litigation model for withdrawing provident fund, the procuratorial technicians of the Fangshan District Procuratorate in Beijing use regular expressions to extract document numbers such as execution rulings and assistance notices, as well as the identity information of the executed person, in order to
