The report of the 20th National Congress of the Communist Party of China emphasizes that "the entire process of people's democracy is the essential attribute of socialist democratic politics, and it is the most extensive, authentic, and effective democracy". Democracy is a common pursuit of human values, and whether democracy is good or not depends on whether it has a thorough people-oriented nature and truly realizes that the people are the masters of the country. Democracy is not only the banner of the Chinese revolution, but also the goal of the CPC and the life of socialism. The whole process of people's democracy is the most extensive form of democracy. The fundamental question that democracy must first answer is the ownership of state power, which is the 'governing body'. China's Constitution stipulates that "all power in the People's Republic of China belongs to the people." After a hundred years of hard work, the CPC has united and led the people to build a democratic system covering more than 9.6 million square kilometers, more than 1.4 billion people, and 56 ethnic groups, which truly guarantees the people's ownership and demonstrates the universality of people's democracy throughout the process. The democratic practice of "no one can be absent" on the path of democracy has truly achieved the broadest and sustained democratic participation of the people, ensuring that the people are the masters of their own affairs. This is completely different from some countries that appear to be "one person, one vote", but in reality, it is a "minority elite rule" under the logic of capital operation. The original meaning of democracy, originating from ancient Greece, was "the rule of the people", based on the direct participation of citizens. In the development process of human history, after the bourgeoisie established its dominant position and underwent several generations of evolution, the concept of democracy has been narrowed down to "democratic politics is the rule of politicians", and the spirit of democracy has also been dwarfed to the point where the people decide every few years through specific procedures which elite group will rule their elections. In such an elite democratic model, the vast majority of the people have long been excluded from political decision-making, and their confidence in democracy is also increasingly losing, with a general decline in the voter turnout. The whole process of people's democracy is the most authentic democracy. How to govern, that is, how to ensure that the people are truly masters of their own affairs, is a major issue that democracy needs to face directly. The complete institutional procedures and participation practices not only stimulate the people's initiative to participate in management and express their will, but also effectively ensure the practical feasibility of people's expression of their will and participation in politics. On the one hand, the system of people's ownership ensures the authenticity of people's democracy throughout the entire process. By regulating the country and the people, we can improve our system. In the past decade of the new era, our party has continuously adhered to and developed the system of people being the masters of the country. In theory, we have adhered to the evaluation and examination of this institutional system using the standards of "whether it is possible to do so", "four things to see, and four things to see more". In practice, we attach great importance to the full implementation of this institutional system, transforming institutional advantages into governance efficiency.
