Strive to Create a New Miracle of China's Desertification Prevention and Control in the New Era (Guangming Current Review)

Recently, the National Desertification Prevention and Control Plan (2021-2030) (hereinafter referred to as the "Plan") was released, which proposed that by 2030, 67% of the country's controllable desertification land will be treated. The "Plan" makes clear arrangements for the overall ideas, work priorities, and target tasks of desertification prevention and control work in the next stage, which helps to comprehensively, scientifically, systematically, and continuously carry out desertification control, and promote high-quality desertification prevention and control work. Since the 18th National Congress of the Communist Party of China, China's national defense sand control work has achieved tremendous achievements that have attracted worldwide attention. It has completed a total of 20.33 million hectares of desertification land control tasks, and 53% of controllable desertification land has been controlled. The area of desertification and desertification land has decreased by 5 million hectares and 4.33 million hectares respectively compared to ten years ago. The key control areas have achieved a historic transformation from "sand advancing and people retreating" to "green advancing and sand retreating". China has taken the lead in achieving the zero growth goal of land degradation proposed by the United Nations 2030 Agenda for Sustainable Development, and has embarked on a Chinese characteristic path of desertification prevention and control that conforms to natural laws and national conditions. Four years later, incorporate 'grass' into this system; Land degradation is a major global ecological problem that affects human survival and development. China is one of the countries with the most severe desertification in the world, and desertification areas are highly coupled with economically underdeveloped areas, ethnic minority settlements, and other areas. The ecological disasters caused by desertification, sandstorm hazards, and soil erosion constrain regional economic and social development, posing challenges to the survival and development of the Chinese nation. Therefore, sand prevention and control are related to the people's livelihood and well-being, as well as the sustainable development of the Chinese nation. Firmly establishing and practicing the concept that green waters and green mountains are golden mountains and silver mountains, following the laws of nature and economy, and adhering to the combination of desertification control and wealth enhancement, as well as increasing green and income, is the fundamental strategy to address the challenge of land degradation. On the basis of protecting the ecology and allowing water resources, utilizing resources such as light, heat, soil, life, and scenery, moderately and orderly developing water-saving, low-carbon, and environmentally friendly characteristic sand industries, promoting income growth for farmers and herdsmen, can help consolidate poverty alleviation achievements and rural revitalization, meet the needs of people's daily growth in a beautiful ecological environment, and promote regional economic and social development. For a long time, the vast number of cadres and masses in desertification areas have worked hard and made contributions for a long time, and advanced typical areas such as Hebei Saihanba, Shanxi Youyu, Inner Mongolia Kubuqi, Gansu Gulang Babusha, Xinjiang Aksu have emerged, as well as heroic examples of sand control such as Wang Youde, Shi Guangyin, Niu Yuqin, Shi Shuzhu, and Yin Yuzhen. Among them, Wang Youde, the "pathfinder of scientific desertification control", was awarded the title of "people's model", the "six old men" three generations of advanced groups of sand control and afforestation in Suhe and Babusha Forest Farm were awarded the title of "model of the times", Shi Guangyin was awarded the "July 1st Medal", and the Saihanba spirit became a part of the spiritual pedigree of the CPC.
