June 1, 2023 marks the 6th anniversary of the implementation of the Network Security Law. This fundamental law in the field of cybersecurity in China has made clear provisions for personal information protection, governance of online fraud, and implementation of the real name system, which has become an important milestone in the legal construction of cyberspace in China. In recent years, China has accelerated the promotion of top-level design in the field of cybersecurity. Based on the in-depth implementation of the Cybersecurity Law, strategic plans, laws, regulations, and standards related to cybersecurity have been formulated and improved, and the "four pillars" of cybersecurity have been basically established. Promulgate laws and regulations such as the Data Security Law, the Personal Information Protection Law, and the Regulations on the Security Protection of Key Information Infrastructure. Introduce policy documents such as the "Several Provisions on the Management of Automotive Data Security (Trial)" and the "Interim Measures for the Management of Generative Artificial Intelligence Services" to ensure that network security work operates on a legal track; More than 300 national standards for cybersecurity have been formulated and released, and China's international discourse and influence on cybersecurity standards have significantly increased. Establish a security protection system for critical information infrastructure, a network security review system, and a cloud computing service security evaluation system, and issue the "Network Security Review Measures" and "Cloud Computing Service Security Evaluation Measures" to effectively prevent and resolve supply chain network security risks; Introduce the "Data Exit Security Assessment Measures" to enhance the national level of data exit security management. Establish and improve the network security emergency response mechanism, implement the National Network Security Emergency Plan, and establish a work system of "one game for the whole country", forming a strong joint force to maintain network security. The integration of network security education, technology, and industry development requires the development of a high-level professional talent team. In recent years, various regions and departments have introduced a series of policy measures to promote the acceleration of the construction of network security disciplines and the process of talent cultivation. In 2016, six departments jointly issued the "Opinions on Strengthening the Construction of Network Security Disciplines and Talent Training", promoting the construction of network security disciplines and departments, and innovating the mechanism for cultivating network security talents.
