So far, the BRICS countries have held 15 leaders' meetings, reached important consensus on numerous issues, and achieved significant results. The recently concluded BRICS Summit in South Africa achieved a historic breakthrough, with Argentina, Egypt, Ethiopia, Iran, Saudi Arabia, and the United Arab Emirates invited to join the BRICS cooperation mechanism. Path 1: Expanding the convergence of interests among BRICS countries and building a community of interests to jointly address increasingly severe global challenges is the common interest foundation of BRICS cooperation. How to expand the convergence of interests is an important prerequisite for building a community of interests among BRICS countries. Therefore, the construction of the BRICS New Industrial Revolution Partnership proposed at the 2018 BRICS Johannesburg Meeting is crucial. Firstly, taking the opportunity of the New Industrial Revolution to further expand cooperation areas, BRICS countries have signed multiple cooperation agreements such as the BRICS Economic Partnership Strategy 2025, the BRICS Remote Sensing Satellite Constellation Cooperation Agreement, the BRICS E-commerce Cooperation Framework, the Multilateral Agreement on Sustainable Development Cooperation and Joint Financing, and the Multilateral Agreement on Joint Financing of Infrastructure in Africa. Guided by these government level agreements, Implementing and implementing relevant policies, seizing the opportunity of the new industrial revolution wave, and promoting cooperation in science and technology through complementary advantages is a solid foundation for laying a community of interests among BRICS countries, including digital BRICS, scientific research, and talent cooperation. BRICS countries can seize the opportunities of the new industrial revolution to the greatest extent based on their respective comparative advantages. In the new round of technological revolution and industrial transformation, although developed countries represented by the United States still lead, emerging market countries such as China and India have also shown outstanding performance. Developing countries with a certain industrial foundation, including China, are actively and widely participating in it. This is the biggest difference between this round of new industrial revolution and previous rounds of industrial revolution. Cooperation among BRICS countries can take technological governance as a starting point for their interests, further strengthen cooperation, expand areas of cooperation and exchange, and alleviate and coordinate issues and frictions in bilateral relations. The BRICS countries can fully leverage their respective strengths to build a scientific and technological innovation consortium, further open up to each other, promote technological breakthroughs, and build a community of interests based on technology as a common interest.
