China plans to formulate a preschool education law to quickly solve the problems of "difficulty in entering kindergartens" and "high cost of entering kindergartens"

On the morning of August 28th, the fifth session of the Standing Committee of the 14th National People's Congress held a plenary session, and the draft of the Preschool Education Law was submitted for initial review. The draft consists of eight chapters and 74 articles, including general provisions, planning and organization, conservation and education, teachers and other staff, investment and guarantee, management and supervision, legal responsibilities, and supplementary provisions. Preschool education is related to the healthy growth of billions of children. The Minister of Education stated in his draft explanation to the conference that in recent years, preschool education has developed rapidly, but overall it is still a weak link in China's national education system. The contradiction of imbalanced and insufficient development is still prominent, and the problems of "difficulty in entering kindergarten" and "high cost of entering kindergarten" still exist, and there is still a certain gap between the expectations of the people. In order to implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council, and promote the universal, inclusive, safe, and high-quality development of preschool education, it is necessary to quickly formulate the Preschool Education Law. The draft of the Preschool Education Law mainly clarifies the positioning of preschool education and fills in educational shortcomings; Improve the planning and organizing mechanism to promote resource supply; Standardize the implementation of preschool education and improve the quality of childcare education; Strengthen the construction of the teaching staff team and improve the quality of teachers; Improve investment mechanism and strengthen funding guarantee; Establish regulations in six aspects, including improving the regulatory system and strengthening supervision and management. The draft specifies the strengthening of government responsibility for park management. Require local governments to establish public kindergartens in accordance with the law, guide and regulate social forces to establish private kindergartens, and actively support private kindergartens to provide inclusive preschool education services; Develop a layout plan for kindergartens based on county-level administrative divisions, and incorporate the construction of inclusive kindergartens into the unified planning of urban and rural public management and public service facilities. The draft proposes to strengthen admission guarantees and standardize educational activities. Require local governments to take measures to promote convenient access of school-age children to nearby preschool education; Preschool children are not allowed to organize any form of examination or testing when entering the kindergarten; Kindergartens should scientifically implement childcare and educational activities based on the laws of physical and mental development and age characteristics of preschool children, and should not teach curriculum content in primary school; Prioritize the protection of preschool children's safety and implement relevant regulations on safety responsibility system. In addition, the draft also stipulates that kindergarten staff should obtain corresponding professional qualifications or receive relevant professional training; The state provides financial support for eligible children from economically disadvantaged families to receive inclusive preschool education; Reasonably determine the fee standards for public and non-profit private parks, and strengthen fee supervision.
