2023-08-10

Walking around the world, stopping for Hainan - If you go to Hainan, you may hear the "slogan" that Hainan people are proud of. Being at the "ends of the earth" and harboring the "greatness of the country" in your heart - if you understand the recent procuratorial work in Hainan, you will inevitably experience such "empathy". This kind of 'empathy' comes from tangible work results. The report of the 20th National Congress of the Communist Party of China proposes to accelerate the construction of Hainan Free Trade Port (hereinafter referred to as "Free Trade Port"). Continuously optimizing service guarantee measures and striving to make the rule of law the distinctive background and 'strongest core' of free trade ports! "During the work report at the first session of the 7th People's Congress of Hainan Province, Zhang Yi, Secretary of the Party Group and Prosecutor General of the Hainan Provincial Procuratorate, won warm applause from the representatives for his work results. In summer, Qiongdao has a blue sea and sky. Protecting Rivers, Lakes, and Seas: Assisting in the "Six Water Governance" to make the water clear, the sunlight warm, and the waves gentle. The coast is gentle, with small waves and white sand. People who travel for leisure walk barefoot on the beach, exuding a sense of relaxation and comfort from top to bottom. This is what the reporter saw during a follow-up visit to Tufuwan in Lingshui Li Autonomous County (hereinafter referred to as "Lingshui County"), following the prosecutor to the scene of the case recently. Tufu Bay is located at the southern end of Lingshui County, adjacent to the vast South China Sea to the south. It is a leisure and bathing coastal bay area. In February 2022, a piece of news from local media broke the tranquility and warmth of Tufu Bay: there was a problem with black and foul smelling ditches on the beach of Tufu Bay. At the same time, surrounding people have also complained and reported to relevant departments. After learning about this clue, the Lingshui County Procuratorate evaluated and verified the clues and filed a case. After on-site investigation and drone exploration, the procuratorial organs found that there are many vacation communities and hotels around Tufu Bay, as well as many residential areas and construction sites for villagers. Due to the lagging construction of the local sewage pipeline network, domestic sewage is mixed with rainwater pipes and discharged to the beach, forming a foul water ditch that flows into the sea. After comprehensive analysis and judgment, the procuratorial organs have decided to initiate the pre litigation consultation process first to promote the resolution of environmental pollution issues before litigation. The leaders of the court in charge of public interest litigation work led a consultation forum with the Ecological Environment Bureau of Lingshui County and the Yingzhou Town Government to urge them to perform their duties effectively in accordance with the law. They attach great importance to it and took action soon after the consultation meeting. "Wang Maoyong, the prosecutor of the Third Procuratorate who handled the case, introduced to reporters that the relevant departments have cleaned all the sewage pipes connected to the rainwater discharge outlet and carried out the renovation of the open channel section at the sea inlet, Dredge the accumulated water inside the municipal rainwater pipeline, clean the pipeline sludge, and divert water for flushing to prevent secondary pollution of water quality. At the same time, relevant departments have also transferred three clues of illegal sewage discharge to the county's Comprehensive Administrative Law Enforcement Bureau. After a series of measures were implemented, the reporter saw on site that the water quality discharged from the rainwater discharge outlet has been improved, and waves have reappeared in Tufu Bay
