The National Office for Prevention and Emergency Management will discuss and deploy flood prevention and disaster relief work in key areas

2023-08-07

On August 6th, the General Office of the People's Republic of China for Flood Control and the Emergency Management Department continued to organize a special video conference on flood control and dispatch, jointly with the China Meteorological Administration, the Ministry of Water Resources, and the Ministry of Natural Resources to study and assess the rain, flood, and disaster situations, and to study and deploy flood control and disaster relief work in key areas. The video was connected to the flood control offices of provinces such as Tianjin, Hebei, Heilongjiang, and Jilin, and arranged the deployment of flood control and disaster relief work in key areas. The meeting pointed out that the floods of the Daqing River and Yongding River are currently passing through Tianjin, and the floods of the Ziya River will also arrive. The pressure on embankments and flood storage areas to patrol and defend is high, and the rescue and reconstruction tasks for the affected people in Beijing and Hebei are relatively heavy. Some sections on the south bank of the Songhua River and the right bank of the Nenjiang River have exceeded the warning and protection limits, resulting in significant flood control pressure in Heilongjiang and Jilin provinces. Guangxi and Yunnan are experiencing a new round of rainfall, with accumulated heavy rainfall and high risk of mountain torrential geological disasters. At all levels of prevention and control, it is necessary to establish a firm bottom line and extreme thinking, and resolutely win the tough battle of flood prevention and control. The meeting requires accelerating the speed of personnel search and rescue, continuing to conduct comprehensive investigations and make full efforts to search and rescue, and also ensuring the protection of rescue personnel themselves. Implement various living security measures for centralized resettlement sites and accelerate the restoration and reconstruction work. Continue to strengthen the inspection and defense of embankments in flood discharge and detention reaches, and the Tianjin region should take the highest standards and strictest measures to do a good job in flood prevention. Jilin and Heilongjiang provinces should focus on flood prevention and control in the main stream and tributaries of the Songhua River, such as the Lalin River, Ant River, and Mudan River, and scientifically regulate flood control projects. In the near future, Guangxi, Yunnan, Jiangsu, Shandong, Henan and other regions should focus on the most unfavorable situation and strictly prevent extreme rainfall, and strengthen the inspection and defense of small and medium-sized rivers, reservoirs, tailings ponds, and weak embankments. It is reported that the current National Flood Control Administration maintains a Level 2 emergency response for flood control in Tianjin and Hebei, and a Level 3 emergency response for flood control in Beijing, Jilin, and Heilongjiang. The Emergency Management Department, in conjunction with the State Grain and Material Reserve Bureau, allocated a total of 9000 household emergency packages to Tianjin, Jilin, and Heilongjiang on the 6th to support the emergency relocation and resettlement of affected populations.
