Are World Heritage buildings secretly colored? Repair style damage cannot be repeated repeatedly

2023-07-31

Recently, the exterior wall of the Jinding Building in Fanjingshan, a world natural heritage site in Guizhou, was suspected to be painted pink after maintenance, which aroused social concern. The investigation team set up by the Tongren Municipal Party Committee and the Tongren Municipal People's Government in Guizhou announced on July 28 that the scenic spot management company had changed the color of the wall without completing the formalities. The Fanjingshan Administrative Bureau failed to perform its duties effectively, and failed to regulate and investigate relevant issues, which caused serious social impact. Multiple responsible individuals have been investigated and dealt with in this regard. According to Article 18 of the Measures for the Application, Protection and Management of World Natural Heritage and Natural and Cultural Heritage (Trial) issued by the Ministry of Housing and Urban Rural Development, the authenticity and integrity of world heritage sites should be strictly protected and should not be arbitrarily altered or destroyed. It is clear that the management of Fanjingshan scenic spot changes the wall color without authorization, which will not only affect the heritage buildings themselves, but also damage people's understanding of their history and culture. This type of repair style destruction is not an exception: in August 2018, the Southern Song Dynasty Buddha at Fengmen Temple in Anyue, Sichuan was "repaired" with colored paint, causing the face of the Buddha statue to be distorted; In 2019, the Yuelu Academy in Hunan painted all the walls of the ancient buildings white, destroying the original historical style and cultural connotation of the Academy. In addition, some scenic spots often change the appearance or shape of heritage buildings under the guise of protection in pursuit of ticket revenue, deliberately creating so-called "internet celebrity landscapes", resulting in unnecessary damage to cultural relics. After some cultural relics are "restored", they lose their original value, which is an irreversible cultural loss. It is necessary to recognize that the essence of cultural relic protection work is to protect the authenticity and integrity of cultural heritage, rather than seeking benefits. Only by respecting history and culture can we truly protect our cultural heritage and ensure its permanent preservation. We should think from multiple perspectives about this type of repair damage. Firstly, relevant entities need to strengthen their awareness of the protection of world heritage buildings and recognize the preciousness of these cultural heritage sites. Although both the state and local governments have increased efforts to protect cultural relics, it is not uncommon for cultural relics to encounter "barbaric construction", which reflects the need to strengthen protection awareness. Secondly, the professional protection and maintenance capabilities of ancient buildings urgently need to be strengthened. Since we want to "restore the old as it is", we need to have a profound understanding of the "old" itself. On the one hand, various regions can strengthen the training of ancient building maintenance and protection technology, improve the professional skills of maintenance personnel, and enable practitioners to better understand the historical value and cultural connotation of cultural relics, so as to carry out repair work more cautiously; On the other hand, a cooperative relationship can be established with cultural relic protection and repair institutions, drawing on their professional experience and technology to ensure that the restoration work complies with professional standards and norms and does not cause irreversible damage to heritage buildings. In addition, simply ordering work stoppage or punishment for acts that damage cultural relics is not sufficient to serve as an effective deterrent. Therefore, the cultural relics regulatory authorities should also intervene in a timely manner and hold accountable in accordance with the law. The protection of cultural relics is highly specialized and requires balancing numerous factors. Cultural relics management and protection units should maintain a basic sense of awe, follow the principles of current protection and minimal intervention, and try to preserve the current architectural style as much as possible.
