Basic research is the foundation for high-level technological self-reliance and self-improvement. The root cause of some of the "bottleneck" technical problems we are currently facing is that basic theoretical research has not kept up with it, and the source and underlying factors have not yet been clarified. Currently, a new round of technological revolution and industrial transformation is gradually deepening, and the connotation of basic research is becoming more diverse, with more diverse ways of conducting it. What kind of basic research should be strengthened and where should we start to strengthen it? I believe that there are mainly three types and paths: firstly, adhering to high-level free exploratory basic research and challenging disruptive and non consensus cutting-edge issues. Free exploratory basic research is the most creative human intellectual activity and the most uncertain research path. Many of the major primitive innovations in human history stem from high-level free exploration and research. At the end of the 19th century, Italian physicist Marconi accidentally discovered that electromagnetic waves could transmit information over long distances without the need for wire media, which seriously contradicted the inherent belief at the time that "the curved surface of the Earth cannot propagate electromagnetic waves" and was therefore highly questioned. But he continued to persist in in-depth exploration, continuously developing the basic principles and techniques of analog signal coding, and ultimately achieved wireless communication. So, we need to provide long-term support for basic research researchers who engage in free exploration, giving them full autonomy and room for trial and error, and creating a relaxed, open, and inclusive academic atmosphere and innovative culture. The second is to strengthen organized basic research to address major national strategic needs. Major developed countries in the world generally attach great importance to organized basic research, and will strengthen basic research as an important support for national development strategies. Inventions such as the atomic bomb and radar and the use of penicillin made the U.S. government realize the importance of organized basic research, and changed the previous model of relying on European scientific achievements. It actively established the National Science Foundation, the Advanced Research Projects Agency of the Ministry of Defense and other funding agencies, laying a solid foundation for becoming the world's number one scientific and technological power and the largest economy. Over the years, our country has constantly improved the new national system, and promoted the strong and strong cooperation of strategic scientific and technological forces such as high-level Research university and national laboratories, with the national major scientific research tasks as the guide. The purpose is to form a large team to tackle key problems and give full play to the organizational advantages of "focusing on major issues". The third is to deepen applied basic research, serving economic and social development and people's life and health. Behind the technological bottlenecks faced by the industry and clinical frontline, are often fundamental research issues. At the beginning of the 21st century, in the context of the communication channel transmission rate encountering the bottleneck of the "Shannon–Hartley theorem", in 2008, Eldar Arikan, a professor of the Department of Electrical Engineering of Bilkent University, published a paper in public, proposing the first channel coding method in the world that can be strictly proved to reach the "Shannon–Hartley theorem" - polar code. Based on this research foundation, Huawei has made multiple breakthroughs in the core original technology of polar codes, and has facilitated a butterfly transformation from academic research to industrial applications, pushing humanity into the 5G era.
