It is reported that the formulation of the Regulations on the Protection of Minors' Networks has been included in the 2023 legislative work plan of the State Council. The draft focuses on the prominent issues faced by minors' online protection work, summarizes the practical experience of minors' online protection work in recent years, elevates mature practices into regulatory systems, and improves the comprehensive network governance system. According to statistics, the number of underage internet users in China reached 191 million in 2021, and the internet penetration rate among minors reached 96.8%. While expanding the learning and living space of minors, the Internet has also brought some problems, such as the weak awareness and ability of minors to safely and reasonably use the internet, the impact of online illegal and harmful information on the physical and mental health of minors, the indiscriminate use and abuse of personal information of minors, and the addiction of some minors to the internet.
