After scanning the code, consumers will often be harassed by a large number of advertisements, coupons and other irrelevant information sent by WeChat official account, and may also face the risk of personal information disclosure and falling into consumption traps in the process of applying for various permissions. In this regard, the China Consumers Association recently said that it would carry out nationwide consumption supervision work "against compulsory attention to official account" to better protect the legitimate rights and interests of consumers. Article 26 of the Consumer Rights Protection Law stipulates: "Business operators shall not make unfair or unreasonable provisions to consumers, such as excluding or limiting consumer rights, reducing or exempting business operators' responsibilities, or increasing consumer responsibilities, through standard terms, notices, statements, store notices, etc., and shall not use standard terms and technical means to force transactions." Article 29 stipulates: "When collecting and using consumers' personal information, operators should follow the principles of legality, legitimacy and necessity, clearly indicate the purpose, method and scope of information collection and use, and obtain the consent of consumers." Some operators will focus on WeChat official account or use mobile phone APP and WeChat programs as the premise for consumers to exercise their rights or enjoy services, and in the process of obtaining consumers' personal information unrelated to services, It has violated the provisions of the Consumer Rights Protection Law and the Personal Information Protection Law, infringed on consumers' right to independent choice and fair trading, and consumers have the right to refuse and report. For some time, the consumer associations in Beijing, Shanghai, Jiangsu and other places have made a voice on "scanning code to pay mandatory attention to use", and appealed to stores, restaurants, parking lots and other businesses not to force consumers to pay attention to the merchant's WeChat official account and not to excessively request consumers' personal information in the process of scanning code and paying fees by issuing initiatives, organizing operators to make self-discipline commitments, carrying out special consumption supervision and other work.
