Recently, Yu Ruijun, the former deputy secretary of Liucheng County Party Committee and the former head of the People's Government of Liucheng County, illegally interfered in the project to seek personal gain and corruption. During his more than 4 years as the county magistrate, Yu Ruijun received over 13 million yuan from the project owner by intervening in project arrangements, project planning adjustments, and project fund disbursements. Afterwards, Qin transferred the project and received a transfer fee of 12 million yuan, with each person sharing half of the benefits. In 2019, when Lin, a businessman, proposed to undertake the reconstruction of a village's Shanty town and the construction of supporting infrastructure, Yu Ruijun organized a dinner party and explained it to the main heads of relevant units in front of Lin. After Lin fulfilled his wish, he presented 3 million yuan as a token of gratitude. "As the head of a county, Yu Ruijun holds important powers such as urban construction, Shanty town reconstruction, project fund use and approval." The case handler told reporters that on the "three priorities and one major" decision, Yu Ruijun evaded due review links, used his power to collude with illegal businessmen and engage in power and money transactions, turning the relevant regulations and systems into "scarecrows". Yu Ruijun also lost himself in selfish desires. It is understood that since the 19th National Congress of the Communist Party of China, the Commission for Discipline Inspection of Guangxi has transferred 59 district cadres to the procuratorial organs, 57 of whom illegally interfere in the project for profit. Based on the cases in the field of engineering construction investigated in recent years, Guangxi has identified eight situations: "individual arbitrariness in setting the tone, openly and secretly paving the way, deceiving public officials for personal gain, hiding behind the scenes as a shadow, condoning and tacitly approving the use of signs, mediating platforms to support the field, linking each other with ladders, and pushing obstacles to create obstacles" to strengthen supervision and inspection, and specifically crack down on the problem of leading cadres using engineering projects for personal gain and corruption. The reporter noticed that the field of engineering projects involves a wide range, is capital intensive, and has centralized approval power, which is highly prone to corruption. Leading cadres' involvement in engineering projects for personal gain and corruption has a significant impact and strong destruction. From the cases investigated and dealt with by disciplinary inspection and supervision agencies, it can be seen that in the incident process, it covers multiple stages such as decision-making of engineering construction projects, land transfer, bidding and tendering, and fund settlement. Among them, involvement in bidding and tendering is more common; It is not difficult to find that the use of position to facilitate greeting behavior is common, but there are also some people who are hidden behind the scenes, and the way they intervene in engineering construction is becoming increasingly covert. Since the beginning of this year, disciplinary inspection and supervision agencies in various regions have successively reported multiple typical problems of leaders and cadres interfering in engineering construction projects in violation of regulations. For example, Hunan Province reported 6 typical cases in the field of infrastructure and logistics in universities, and Hubei Province reported 5 corruption cases in the field of engineering construction... The cases in the reports exposed the phenomenon of contracting engineering projects through affiliated companies and other means, and some party members and cadres even contracted engineering projects under their own management. In the absence of construction qualification, the former Chief of the Criminal Court of the People's Court of Xinhua County, Hunan Province, Yang determined to associate with others with several qualified companies and participate in bidding by colluding with others.
