The phrase "governing a country with regularity and benefiting the people as the foundation" is derived from the Taoist classic "Wenzi Shangyi" from the pre Qin period. The original text reads "governing a country with regularity and benefiting the people as the foundation; governing politics and education with morality and instructing people to behave righteously. To be beneficial to the people, there is no need to follow the ancients; to be meticulous in matters, there is no need to follow the customs". 'Chang' refers to common sense, convention, and method; 'Ben' is the fundamental, source, and key. The so-called "governing a country with regularity and benefiting the people as the foundation" means that there are basic principles for governing a country, but benefiting the people is the fundamental. During the pre Qin period, although various schools of thought had different positions, their attitudes and propositions on how rulers should treat the people and their interests and demands were generally consistent. Confucius believed that in governing the country, rulers should prioritize the people as the top four important things, and adopt a policy of "taking advantage of their strengths, taking advantage of their weaknesses, and restraining their weaknesses", effectively achieving the goal of "benefiting from the interests of the people". Laozi proposed that the value of a ruler's "love for the people and governance" lies in being quiet and inaction, because "I do nothing and the people become self centered, I am quiet and the people become upright, and I have nothing to do and the people become rich. The Mohist school calls on the rulers to "promote the interests of the world and eliminate the harm of the world", and to achieve the goal of "not imposing any additional expenses on the people's interests... not doing anything", that is, not considering any expenses that cannot increase the people's interests. According to Guan Zi, which was included in the Legalist classics of the Sui Book, Jing Ji Zhi, and Si Ku Quan Shu, "the way to obtain people is not as beneficial as profit. How to "benefit"? The answer is "the people hate hardship, I lose joy; the people hate poverty, I have wealth; the people hate danger, I have safety; the people hate extinction, I have children", which means that everything is based on the likes and dislikes of the people. What the people hope for, what the government aims for. Since its founding, the CPC has been committed to working for the happiness of the Chinese people and the rejuvenation of the Chinese nation. Looking back at the vast history of the Communist Party of China over the past century, at different historical periods and at major historical junctures related to the future and destiny of the Party and the country, the Party has always set out from the interests of the people, persistently doing what is beneficial to the people, and resolutely opposing what is unfavorable to the people.
