Take multiple measures to standardize medical aesthetic services

2023-05-11

Recently, the State Administration for Market Regulation and 11 other departments jointly issued the "Guiding Opinions on Further Strengthening the Supervision of the Medical Beauty Industry", proposing a series of targeted measures to standardize and promote the development of the medical beauty industry. It is clear that medical beauty services belong to medical activities and must comply with the laws and regulations related to health industry access. It is also required to include medical beauty diagnosis and treatment activities, medical beauty business activities, as well as medical beauty drugs and medical devices, among other key matters in comprehensive supervision. This provides a new policy basis for further standardizing medical beauty services and ensuring the high-quality development of the "beauty economy". Everyone has a love for beauty. With the advancement of medical beauty technology, the medical beauty industry market is becoming increasingly prosperous. Data shows that there are currently 97800 medical beauty related enterprises in China, and they are still maintaining a high-speed growth trend. However, at the same time, the medical beauty industry has also become a field where various conflicts and disputes are concentrated. Illegal medical practice, frequent occurrence of counterfeit goods, false advertising, price fraud, and other issues are common. Many consumers are deceived and suffer property losses, and some even pay the price of health or even life. In 2021, in Zhongwei, Ningxia, Li, a practicing assistant physician at a plastic surgery clinic, performed a "liposuction surgery" on a 19-year-old girl named Liang without obtaining registration from relevant departments, resulting in her death after three days of ineffective rescue. Such cases often appear in the newspapers, which is heartbreaking. The transformation of "beauty" into "disfigurement" and even taking lives completely deviates from the normal trajectory of the beauty industry. To avoid industry development chaos, it is urgent to establish sound, standardized, and efficient industry supervision. Looking back at the development process of the medical beauty industry, the pace of "strong regulation" has always been moving forward. From the issuance of the "Special Rectification Work Plan for Cracking down on Illegal Medical Beauty Services" by the National Health Commission and other departments, to the release of the "Law Enforcement Guidelines for Medical Beauty Advertising" by the State Administration for Market Regulation, to the release of typical cases of illegal and criminal cases in the field of medical beauty by procuratorial organs in accordance with the law, government departments continue to closely monitor the problems in the medical beauty industry and continuously explore effective methods to regulate industry order, Safeguard the legitimate rights and interests of consumers. Medical beauty, the word 'medicine' comes first. How to define the nature of the medical beauty industry is directly related to the way and effectiveness of regulation. In the past, there was a blurry area between medical beauty and life beauty. Some medical beauty institutions, under the guise of life beauty, illegally provided services such as eye plastic surgery, skin pulling surgery, liposuction surgery, bone grinding surgery, photon rejuvenation, etc., in order to seek huge profits, which brought obvious manual risks. The most noteworthy focus of this guidance is to further refine the approval standards, improve the approval process, ensure industry access, and eliminate "black institutions", "black doctors", and "black medicine and equipment" through classified management, to prevent the phenomenon of "bad currency driving out good currency" in the medical beauty industry, and to provide a more fair and orderly market environment for the healthy development of legally compliant medical beauty institutions. Of course, Rome was not built in a day. It should be noted that the chaos in the medical beauty industry has a long history, and solving this persistent disease requires perseverance and continuous efforts. Regulatory departments at all levels need to strengthen collaboration, strictly follow the new policies, strengthen supervision and inspection, and eliminate the "black shops" of medical beauty that fish in troubled waters,
