The representative institutional documents are the Outline of the Constitution of the Chinese Soviet Republic (1931), the Constitutional Principles of the Shaanxi Gansu Ningxia Border Region (1946), etc., which have gained valuable practical experience in some areas; The representative theoretical documents are Mao Zedong's On New Democracy (1940) and On People's Democratic Dictatorship (1949). These important practical, ideological and theoretical achievements have had a significant and far-reaching impact on the creation and development of the national system and the constitutional system of New China. The founding of the People's Republic of China ushered in a new historical era in which the Chinese people were masters of the country. In September 1949, the First Plenary Session of the Chinese People's Political Consultative Conference implemented the functions and powers of the National People's Congress and adopted the Common Programme of the Chinese People's Political Consultative Conference, which is of a temporary constitutional nature. In September 1954, the First Session of the First National People's Congress adopted the Constitution of the People's Republic of China. These constitutional documents confirm the heroic struggle of the Chinese people against internal and external enemies, striving for national independence and people's freedom and happiness in more than 100 years of modern times, and the great historical change that the CPC led the Chinese people to win the victory of the new democratic revolution and grasp state power, and established the basic structure, fundamental principles and activity guidelines of the new national system and constitutional system, It has laid the fundamental political premise and institutional foundation for all the development and progress of New China. In December 1978, the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China achieved a historic turning point, ushered in a new historical period of reform and opening up, and established the basic principles of developing socialist democracy and improving the socialist legal system. The current Constitution of China was adopted and promulgated for implementation at the Fifth Session of the Fifth National People's Congress on December 4, 1982, in accordance with the line, principles and policies of the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, and to meet the needs of reform and opening up and the new historical period of socialist modernization. Many important systems, principles and rules established in the 1982 Constitution are derived from the 1954 Constitution and the 1949 Common Programme, and are their inheritance, improvement and development under the new historical conditions.
