The Research Report on the Use of Internet by Minors Nationwide in 2021 (hereinafter referred to as the "Report") jointly released by the Ministry of Youth Protection of the Communist Youth League Central Committee and the China Internet Network Information Center (CNNIC) on November 30 shows that in 2021, the number of Internet users among minors in China will reach 191 million, and the Internet penetration rate among minors will reach 96.8%. At the same time, the excessive use of Internet by minors has improved, and the length of Internet use on weekdays and holidays has decreased compared with 2020. The Report shows that there are differences between urban and rural areas in the use of minors' Internet, and the education and management of rural minors' Internet users are relatively inadequate. The Internet platform supervision has achieved initial results, and the youth model needs to be further promoted and improved. Video platform has become an important channel to obtain information, and its impact on the shaping of minors' values deserves attention. The network security environment continues to improve, and new risks and hidden dangers cannot be ignored. To improve the security and health of minors' network environment, we need to further strengthen the rule of law. The Report suggests that the newly revised Law on the Protection of Minors, the Law on the Promotion of Family Education and other laws popularization and law enforcement inspections should be strengthened, and the Regulations on the Protection of Minors' Networks should be promulgated as soon as possible to severely punish the live webcam, induced consumption rewards, online social traps, etc. involving minors, strictly and seriously deal with the use of online teaching to damage the rights and interests of minors, and prevent online bullying, online violence and other phenomena, We will effectively protect the legitimate rights and interests of minors in cyberspace. The newly revised Juvenile Protection Law has added a special chapter of "network protection", which puts forward clear requirements on the protection of minors for online service providers such as online games, online live broadcast, online audio and video, and online social networking. The Report shows that the supervision of Internet platforms has achieved initial results. In 2021, the proportion of minor netizens who often listen to music, play games, watch videos, watch short videos, watch live broadcasts and participate in online fan assistance will decrease. Since 2019, various major video, short video, social networking, games and other online platforms have successively launched the youth model, which has played a positive role in helping minors reduce Internet dependence and bad information on the Internet. However, it is undeniable that the youth model still needs to be further promoted and improved. The survey found that although more than 80% of minors and parents know about the youth model, less than 50% of minors and parents have set up the youth model, 40% of parents think that the effect of the youth model is not obvious, and 10% of Internet users express dissatisfaction with the youth model. The management of minors' game accounts tends to be strict, but 31.9% of minors have played games with their parents' accounts. "The Internet is increasingly becoming an important space for the growth of minors. We should not only protect their digital rights, but also protect their network security, both of which are equally important." Yuan Ningning, deputy director of the Juvenile Affairs Governance and Law Research Base of China University of Political Science and Law, said. The Report suggests that we should promote the improvement and upgrading of the youth model and play a more active role in preventing minors from becoming addicted to the Internet. We should promote the network platform to better fulfill its social responsibilities, and effectively give play to the youth model to block bad and negative information
