Promote lifelong learning and build a learning country

The concept of lifelong learning is to let learning run through one's life and keep learning on the basis of better adapting to the overall development of economic society. At present, China has built a complete education system, including pre-school education, compulsory education, high school education, higher education, vocational education, and continuing education, among which continuing education plays an important role in cultivating workers' labor skills, overall quality, lifelong learning habits, etc. Based on the increasing demand of the public for continuing education and skills training, the Chinese government has issued policy documents such as the Opinions of the State Council on the Implementation of the Lifelong Vocational Skills Training System, the Opinions of the Ministry of Education on the Implementation of the Reform of Continuing Education for General Colleges and Universities in the New Era, and some provinces and cities have issued policies and regulations for continuing education. However, there is still a lack of attention to continuing education, a lack of relevant laws and policies, and a lack of investment in continuing education resources. To help build a learning society, we need to complement various weaknesses and promote high-quality development of continuing education. First, support the development of continuing education through legislation. In order to clarify the important position of continuing education, China should formulate laws and regulations related to continuing education, issue support policies for continuing education, and increase the input of continuing education resources. We should pay due attention to and recognize the academic degrees of higher vocational colleges, colleges, correspondence TV universities and adult self-taught examinations, and ensure the fair employment rights of workers receiving continuing education. The local government may formulate local regulations related to continuing education to regulate matters related to the recognition of academic qualifications and vocational qualification examination of continuing education. For example, enterprises that encourage the introduction of professional talents from adult self-taught examination and correspondence TVU will give appropriate preference to professional talents with professional qualification certificates in terms of professional title assessment and salary and welfare treatment. The right of the public to receive continuing education should be guaranteed from the legal level to ensure that continuing education has laws to follow. Clarify the division of rights and responsibilities of participants in continuing education, implement the main responsibilities of governments at all levels, increase government management on continuing education, gradually improve the hierarchical management system, and further clarify government responsibilities. Secondly, encourage the diversified development of continuing education institutions. Continuing education takes adults, especially workers, as the main audience. It needs to take the road of socialized and market-oriented development, form a training network system oriented by career development, and focus on improving workers' professional skills. We can accelerate the construction of diversified and hierarchical continuing education and training models, constantly improve learning channels, and enhance the effectiveness of continuing education and training. We will encourage the whole society to actively participate in and support continuing education, create a good atmosphere under the guidance of the government, with the wide participation of enterprises, universities, training institutions and individuals, and the general recognition of the society, so as to promote the construction of a learning society. We should scientifically define the standards for running schools and evaluating the quality of continuing education, and give continuing education schools and training institutions full autonomy in the flexible setting of specialties, evaluation and appointment of teachers, investment and use of school running funds, etc. We should guide the scientific management and standardized development of continuing education institutions, and give them more room for development.
