Zang Tiewei, spokesman of the Law Working Committee, introduced that there were 3 legal bills submitted to the Standing Committee meeting for further consideration, including the revised draft of the Law on the Protection of Women's Rights and Interests, the draft of the Yellow River Protection Law, and the revised draft of the Animal Husbandry Law; The legal bills submitted for initial deliberation at this Standing Committee meeting include the draft amendment to the Legislative Law, the draft law on barrier free environmental construction, and the draft amendment to the Administrative Reconsideration Law. It is understood that the 13th National People's Congress and its Standing Committee strengthened legislation in the field of ecological and environmental protection, and basically formed a "1+N+4" legal system in the field of ecological and environmental protection. "'1' is an environmental protection law that plays a fundamental and comprehensive role; 'N' is a special law in the field of environmental protection, including the laws on pollution prevention and control of atmosphere, water, solid waste, soil, noise, etc. in the field of traditional environment, and the laws on protection and governance of oceans, wetlands, grasslands, forests, deserts, etc. in the field of ecological environment; '4' is for the protection of ecological environment in special geography, specific regions or basins This is an innovative work carried out by the Standing Committee of the current National People's Congress, including the Yangtze River Protection Law and Black Land Protection Law, the draft Yellow River Protection Law and the draft Qinghai Tibet Plateau Ecological Protection Law that have been submitted for consideration. "The particularity of the Yellow River Protection Law is that it focuses on water and soil to improve the ecological protection system of the whole basin, pays attention to the protection and restoration of the ecology of the whole basin, and does a good job in water conservation, soil fixation and sand control. For this reason, the three drafts of the Yellow River Protection Law, which were submitted to this Standing Committee meeting for consideration, have been further revised and improved," said Zang Tiewei. Zang Tiewei introduced that in December 2021, the 32nd meeting of the Standing Committee first deliberated the draft of the Yellow River Protection Law. During the public consultation after the meeting, 217 comments were received from 90 people, and 4 letters were received. In June 2022, the 35th meeting of the Standing Committee reviewed the second draft of the Yellow River Protection Law. During the public consultation after the meeting, 320 comments were received from 110 people and 8 letters were received. The public put forward suggestions on strengthening ecological environment protection, improving water resources utilization regulation rules, improving water intake permit system, strengthening water and sediment regulation and flood control safety, and promoting high-quality development.
