China calls for helping developing countries enhance their anti-terrorism capabilities

Zhang Jun, permanent representative of China to the United Nations, made a speech at the Security Council's public meeting on "terrorist acts threaten international peace and security" on September 9. He expounded China's position on effectively curbing and combating the global terrorist threat and called for focusing on helping developing countries, especially African countries, enhance their anti-terrorism capabilities. Zhang Jun said that UN counter-terrorism bodies such as the Security Council's counter terrorism committee should focus their work and resources on counter-terrorism capacity-building, and support developing countries to improve their counter-terrorism capacity at the legislative, judicial and law enforcement levels. According to the UN Secretary General's report, two of the three most active regional networks of the "Islamic state" are in Africa. In adjusting the deployment of military forces in Africa, countries outside the region should avoid creating a security vacuum, strengthen communication and coordination with African countries, and explore ways to address the logistical, financial and capacity-building challenges faced by African counter-terrorism operations within the framework of the United Nations. Zhang Jun said that counter-terrorism requires comprehensive measures to address both the symptoms and the root causes. We should attach importance to the adoption of political, economic, judicial and other comprehensive means to eliminate the root causes of terrorism and curb the ability of terrorist organizations to launch attacks and recruit new members. A large number of foreign terrorist fighters have been staying in Syria, Iraq and other countries for a long time. We should form a solution to their repatriation as soon as possible. We should attach importance to strengthening youth education and employment, and prevent young people from being incited by violent extremist ideas. Zhang Jun stressed that the fight against terrorism must abandon double standards. Counter terrorism should put aside geopolitical considerations and ideological prejudice. All countries have the obligation to strictly implement relevant sanctions against terrorist organizations and individuals identified by the Security Council. Engaging in selective counter-terrorism, conniving at or even using terrorist organizations to seek geopolitical self-interest, and turning counter-terrorism into a tool have seriously damaged the effectiveness of international counter-terrorism cooperation. The international community should pay equal attention to terrorist attacks in various places. The international community should continue to pay attention to and crack down on the continuously active terrorist forces such as the Islamic state, Al Qaeda and the East Islamic movement. Zhang Jun said that anti-terrorism operations should abide by international law and respect the sovereignty of all countries. By means of armed strikes, targeted actions to eliminate terrorists must not damage the sovereignty and territorial integrity of relevant countries. Military intervention in the name of counter-terrorism is a blatant violation of the sovereignty and territorial integrity of other countries. It will only cause greater disasters, harm innocent civilians, and even provide a breeding ground for terrorist forces. Zhang Jun said that by actively participating in international counter-terrorism cooperation, China has helped developing countries, especially African countries, improve their capacity to prevent and combat terrorism. China will continue to take practical actions to help and support countries at the forefront of counter-terrorism in Africa and Central Asia to strengthen counter-terrorism capacity-building, so as to contribute to effectively responding to terrorist threats and maintaining regional peace and security.
