This is the emotion most often expressed by Xie Shuangyan, the former salesperson of the business department of Hubei Branch of industrial and Commercial Bank of China, during interrogation. It is also the most real psychological portrayal of his abscond. At about 4:30 p.m. on October 29, 2021, a police car drove into Wuhan city from gongjialing toll station. Xie Shuangyan was escorted in the car. At this time, it has been 27 years since he absconded with the money. In September 1994, Xie Shuangyan embezzled 7.34 million yuan of public funds and absconded with part of the stolen money. In January 1995, the people's Procuratorate of Wuchang District, Wuhan City filed a case against Xie Shuangyan for investigation. Since then, Xie Shuangyan's whereabouts have been unknown for 27 years. "Jumping the dragon's gate" in a cold window of ten years, evil thoughts will ruin your life Xie Shuangyan was born in a peasant family in Yunmeng County, Hubei Province. After graduating from Hubei Financial College in 1988, she was assigned to work in Hubei Branch of industrial and Commercial Bank of China. In Xie Shuangyan's own words, it was like "a carp jumping off the dragon's gate". Due to his excellent work, Xie Shuangyan was assigned to the securities agency of the business department of the provincial branch to be responsible for the sales of treasury bills and capital lending business. However, after a loan issued could not be recovered, Xie Shuangyan was afraid that her great future would be destroyed, and had the evil idea of "making money with public funds to make up for the loan". He first set his sights on the stock market. In January 1994, Xie Shuangyan took advantage of his position and financial loopholes to transfer a sum of 2 million yuan of funds from the business department directly to his stock account for stock speculation, but before long, he lost only more than 200000 yuan. For the first time, Xie Shuangyan decided to gamble again. In April of that year, he misappropriated a sum of 3 million yuan for stock speculation, and the result was heavy losses. Holding the gambler mentality of fighting again, Xie Shuangyan misappropriated more than 2 million yuan of funds for futures trading in May of that year. As a result, she still lost a lot of money. In less than half a year, Xie Shuangyan successively embezzled more than 7 million yuan of public funds. At this time, Xie Shuangyan began to fear that once things were exposed, his life would be completely over. He dared not face the coming punishment. In September of that year, he absconded with only more than 300000 yuan. Hiding around, suffering, living in anonymity For fear of identity exposure, Xie Shuangyan destroyed her ID card and all photos and applied for a fake ID card with changed name. He fled to Xuzhou, Jiangsu Province, Yiwu, Wenzhou, Zhejiang Province and other places successively. In 1995, he fled to Nanchang, Jiangxi Province and began to operate a small restaurant. He wanted to make a living and hide for a long time. During this period, Xie Shuangyan met a woman in Ji'an City and had feelings. In order to avoid exposure, he covered up his true identity by saying that his parents died early, had no brothers and sisters, and had no contact with relatives for a long time. In 1997, Xie Shuangyan registered to marry the woman with a false identity of "Zou". After marriage, Xie Shuangyan was still uneasy. Worried that he would be found as a fugitive after living in the provincial capital for a long time, he told his wife to settle in a county with a small population. Since 2002, Xie Shuangyan has opened a stock account with his wife's ID card and wants to show his skills in the stock market again. This time, he succeeded. The success in the stock market not only failed to make Xie Shuangyan feel happy, but aroused his infinite regret: "if I hadn't made a mistake, with my talent, I should have a better development in the financial system and don't have to be afraid if I made money." Xie Shuangyan is well aware that big data will bring risks to exposure. He dare not take photos, train or plane. In family life, he is a typical "two faced person". In front of his wife, he is a "qualified" husband who tries his best to take care of the family. In the dead of night, he has to bear the sense of guilt alone. "Sword of Damocles" hung high on Xie Shuangyan's head, and fear, anxiety and guilt tortured him all the time. Dense sky net for a long time After Xie Shuangyan absconded, the case handling organ has been pursuing him. After the "Skynet" operation was fully launched, the Wuhan municipal Party committee quickly established the anti-corruption coordination group and the office for the pursuit of stolen goods (hereinafter referred to as the "Wuhan pursuit office"). Wuhan pursuit and escape office listed Xie Shuangyan's case as a listed supervision case and appointed Wuchang District Commission for Discipline Inspection and Wuchang District public security branch to undertake the pursuit and escape work. Due to the long history of the case, the insider has died or is difficult to find, and the pursuit and escape work has almost started from "zero". In order to achieve a breakthrough, Wuhan pursuit and escape Office held a case supervision meeting every week to urge the task force to search Xie Shuangyan's trace in an all-round way through field visits and other means. In Hubei Province, the task force visited Xie Shuangyan's relatives and friends one by one, but Xie Shuangyan cut off contact with all her relatives and friends after she fled; Outside the province, the line expansion investigation was carried out on the possible hiding place of Xie Shuangyan, and nearly 10 working groups were sent to 27 provinces and cities to investigate more than 180 suspicious clues and more than 600 suspicious personnel, without letting go of any clues. In order to further increase the pursuit of evasion, in September 2021, the Wuhan pursuit and evasion office issued another reward announcement to 7 suspect criminals who were suspected of major duty crimes and raised the reward amount, and encouraged the masses to actively disclose and expose Xie Shuangyan. After the notice of reward was issued by the people in Jiangxi, Xie Shuangyan reported that there were many clues hidden by the task force. The task force immediately rushed to Jiangxi. With the support of Local Discipline Inspection and supervision organs and public security organs, the Task Force conducted carpet investigation according to the reporting clues, and finally arrested Xie Shuangyan in a community in October 2021. Since its establishment, under the guidance of the central pursuit office and the provincial pursuit office, Wuhan pursuit office has successively recovered 38 fugitives suspected of job-related crimes from home and abroad, including 2 "100 Hongtong personnel" and 3 "Hongtong personnel", and recovered a large number of assets involved, creating a high-pressure situation of "endless net and nowhere to escape". Xie Shuangyan was arrested and brought to justice after 27 years of absconding, which once again proves that the fugitives will eventually be arrested and brought to justice no matter where and how long they run.
