Representative of China: Security Council reform should reflect fairness and justice and ensure that all countries share the fruits of reform

The 76th UN General Assembly routinely considered the issue of Security Council reform on the 15th. Zhang Jun, China's permanent representative to the United Nations, attended the meeting and expounded China's position. Zhang Jun said that the United Nations is a symbol of multilateralism and carries the ardent expectations and unremitting pursuit of peaceful development of the people of the world after two world wars. In the face of a century of changes and global epidemics, in order to effectively respond to various global challenges, the world needs a strong United Nations, improve global governance, practice real multilateralism, and make greater efforts to promote the democratization and rule of law of international relations. Zhang Jun said that as the core of the collective security mechanism, the Security Council needs to improve its authority and efficiency through comprehensive reform and better perform its responsibilities entrusted by the Charter of the United Nations. An efficient, more representative, fair and Democratic Security Council is the common expectation of Member States. At the same time, the reform of the Security Council is of great importance, related to war and peace, and related to the future of the collective security mechanism. All countries should draw lessons from the past Security Council reform process, earnestly proceed from the common interests of all Member States, ensure that the reform process moves in the right direction, ensure that the reform benefits all countries, and ensure that the reform results reflect fairness and justice. Zhang Jun stressed the need to ensure that all countries share the fruits of reform. The United Nations belongs to 193 member states. All countries, big or small, strong or weak, rich or poor, should benefit from the reform of the Security Council. Reform cannot only satisfy the private interests of a few countries. At present, the composition of the Security Council is unbalanced between the north and the south. The reform should correct the problem of over representation of developed countries, effectively improve the representation of developing countries, correct the historical injustice suffered by Africa, and give more Africa, Asia, Latin America, Arab countries, small island countries and other small and medium-sized countries the opportunity to play a role in the Security Council. He said that it is necessary to enhance the unity and trust of Member States. Security Council reform involves major concerns of all countries and requires full communication and respect for the views and concerns of all parties. No reform plan should be at the expense of the unity of Member States. Efforts should be made to seek consensus through dialogue and consultation. The five categories of issues involved in the reform of the Security Council are closely related, and a "package" solution that takes into account the interests and concerns of all parties must be sought on the basis of consensus. At present, all parties still lack consensus on the overall direction and basic principles of reform, and there are major differences. Hastily piecing together negotiating documents and launching negotiations on specific texts will only aggravate the division and confrontation among Member States and damage the momentum of reform. China opposes this. Zhang Jun said that the Intergovernmental negotiations on Security Council reform are the only legitimate platform for Member States to discuss Security Council reform, and have been widely supported by Member States. China supports the negotiations to focus on the substantive issues of reform and adhere to the principle of member state leadership. China is willing to work with all parties to actively and constructively participate in the Intergovernmental negotiations on the reform of the Security Council, seek reform ideas that are fair and reasonable, ensure the effective performance of the Council's duties and obtain the widest support through dialogue and consultation, and promote the reform in the direction of meeting the common interests of Member States and the long-term development of the United Nations.
