On the afternoon of April 21st, the Administrative Law Research Association of China Law Society and the Rule of Law Government Research Institute of China University of Political Science and Law held a press conference to release the "Blue Book of Rule of Law Government: Evaluation Report on China's Rule of Law Government (2023)" (hereinafter referred to as the report). The report shows that in 2023, the level of rule of law government construction will steadily improve and focus on refined development. The transformation of government functions will continue to deepen, and the trend of integrated development between rule of law government and digital government has taken shape. High quality development requires higher levels of administrative law enforcement. It is reported that the Institute of Rule of Law and Government at China University of Political Science and Law has been conducting third-party evaluations of the construction of local rule of law governments nationwide since 2013. The evaluation targets for 2023 are 100 cities, including 4 municipalities directly under the central government, cities with 27 provincial capitals, 4 special economic zones, 18 larger cities approved by the State Council, and 47 other cities selected based on population size and geographical distribution. On the basis of continuing previous evaluation work and in combination with the report of the 20th National Congress of the Communist Party of China, which puts forward new and higher requirements for the construction of a rule of law government in the new era, the research team made appropriate adjustments and optimizations to the evaluation indicators in 2023, strengthened the evaluation of law enforcement reform, and more comprehensively examined the construction of the administrative power constraint and supervision system. The report shows that in 2023, the overall level of rule of law governments in the 100 evaluated cities has steadily improved compared to the previous year, reflecting indicators such as the comprehensive performance of government responsibilities in accordance with the law, the overall organization of local party committees and governments in the construction of rule of law governments, the level of local administrative legislation and normative document formulation, the standardization level of major administrative decisions, the level of government transparency, the demonstration and driving effect of rule of law government construction on rule of law society, the degree of integration of digitalization and rule of law in government services, and public satisfaction. These indicators have improved compared to the previous year. Cities such as Shanghai, Shenzhen, Beijing, Hangzhou, Guangzhou, Nanjing, Ningbo, Xiamen, Suzhou, and Wuxi have performed excellently. The report points out that there are still some weak links in the construction of a rule of law government. For example, there are still shortcomings in the performance of government functions in the fields of regulation and public services. In the comprehensive law enforcement reform, there are still bottlenecks in reporting illegal clues, exchanging law enforcement standards, and coordinating law enforcement. There is still a lot of room for improvement in public participation in normative documents and administrative decision-making. The channels for public participation need to be further expanded, and the participation methods need to be further optimized.
