The European energy think tank Ember recently released a report stating that in 2023, the proportion of renewable energy generation in the EU reached a historic high of 44% of total generation. Among them, wind and solar power generation accounts for 27% of the total power generation. At the same time, the "rooftop solar energy plan" will be implemented, and solar panels will be installed in new public and commercial buildings and residential areas in stages. EU countries have also successively launched relevant measures to promote the growth of photovoltaic power generation. Last year, the Irish government announced the cancellation of value-added tax on the supply and installation of solar photovoltaic panels, resulting in over 60000 households installing rooftop solar systems. Wind power is also a key focus of renewable energy construction in the European Union. In October last year, the European Commission issued the European Wind Power Action Plan, proposing a series of support measures to promote wind power development, including improving the digitalization of licensing processes, improving bidding design and financing assistance in the electricity market, and large-scale talent training. Among them, accelerating the development of offshore wind power has become one of the focuses of the plan. Last April, the leaders and energy ministers of nine European countries held a meeting in Ostende, Belgium to agree on a new commitment to building offshore wind energy in the North Sea. The meeting passed the Ostend Declaration, which plans to increase the offshore wind power installed capacity of countries near the North Sea to 120 gigawatts by 2030 and above 300 gigawatts by 2050. In 2023, Poland achieved its first investment in a commercial offshore wind farm and officially began developing offshore wind power. One of the largest offshore wind farms in the world, the 1.5 gigawatt Kust Zuid offshore wind power project in the Netherlands, was officially put into operation last year.
