Starting from January 1st this year, the "Regulations on Social and Psychological Services in Binzhou City" (hereinafter referred to as the "Regulations") officially came into effect, introducing a series of measures for social and psychological service work. Not long after, the school implemented the relevant provisions of the Regulations and provided psychological counseling for Zhang Juan, helping her to open her heart and gradually restore her normal learning and life. Why legislate for mental health? "In recent years, the suggestions of people's congress representatives at all levels in the city regarding mental health issues have been relatively concentrated, and there is an urgent need for corresponding social and psychological services." Ma Junyun, Chairman of the Standing Committee of the People's Congress of Binzhou City, said that based on the suggestions of representatives and the social and public opinion collected in daily life, Binzhou City will include the "Regulations" in the 2023 legislative work plan. Cui Hongxia, a representative of the People's Congress of Binzhou City, is the principal of the Fourth Middle School in Bincheng District. She has been working on the front line of education for a long time and often receives public advice on the mental health of primary and secondary school students. "At first, we often organized student psychological counseling, but later gradually improved mental health education and incorporated it into teaching plans. Many parents gave good feedback and suggested promoting it," said Cui Hongxia. Upon learning that the Regulations are being publicly solicited for opinions from all sectors of society, she collected suggestions and proactively approached staff members of the Standing Committee of the People's Congress of Binzhou City, proposing that schools should include mental health education in their teaching plans, clarify requirements for mental health service venues and professional teacher staffing, as well as crisis response mechanisms. In addition, attention should be paid to the mental health level of the teaching staff and regular training should be carried out. "My suggestions have been fully incorporated into the Regulations!" Cui Hongxia said, "I believe that with the joint efforts of all sectors of society, more children's psychological 'knots' will be unlocked." To promote high-quality legislation, the Standing Committee of the Binzhou Municipal People's Congress fully utilized its professional strength, invited municipal departments, legislative consulting experts, and others to gather together to provide suggestions for legislation, and consulted with the Municipal Political Consultative Conference to carry out legislative consultations. "The 'Regulations' take standardizing the provision of social psychological services as the starting point, with a focus on resolving public grievances and resolving social conflicts. It highlights the government's responsibility for providing bottom line treatment, clarifies the social psychological service responsibilities of employers, and emphasizes technological innovation and industrial development in social psychological service work.
