Strengthening the support of planning resource elements, improving and expanding the quality of over a thousand acres of industrial land in Liwan District

In order to implement the requirements of high-quality development, promote the implementation of the "manufacturing based city, industry first" strategy, further create a market-oriented, legal, and internationalized first-class business environment, and promote the growth, optimization, and strength of manufacturing related enterprises, the Liwan District Branch of Guangzhou Planning and Natural Resources Bureau (hereinafter referred to as the "Liwan District Branch") has taken the initiative to coordinate and ensure the development needs of industrial land, take multiple measures to promote the improvement and expansion of over a thousand acres of industrial land, and fully release the carrier of urban industrial space. We will promote the construction of the Pearl River Piano Dream Park Innovation Industry Cluster to provide advanced services, implement policies that benefit enterprises and people, and help enterprises build high-quality industrial platforms. The Liwan District Sub bureau implements the four batches of 97 measures to benefit enterprises and the people, continuously optimizes the planning resource approval service mechanism, provides advanced services, reduces enterprise review delays, simplifies the adjustment procedures for existing industrial land planning indicators, supports the merger of the revision procedures for planning indicators and the review of the overall layout plan of the Nanjiao Modern Industrial Park, and strives to improve the speed of industrial project preparation and mobilize the enthusiasm of enterprises. Further promote the construction of the the Pearl River Piano Dream Park Innovation Industry Cluster, comprehensively increase the capacity of the park in combination with the design requirements of "industrial upstairs and standard factory buildings", link the surrounding and existing industrial foundation, promote the integration and interconnection of intelligent R&D and production and manufacturing ends, create a modern urban industry digital technology industry cluster with digital music as its feature and a new generation of information technology as its core, and provide another high-quality carrier and platform for the incubation and cultivation of cultural innovation and technological innovation enterprises in the Guangdong Hong Kong Macao Greater Bay Area. Guided by planning, we aim to improve the quality and efficiency of existing industries as much as possible. We will coordinate and ensure the development needs of industrial land, comprehensively survey and arrange the planned industrial warehousing land within the entire industrial industrial block, proactively prepare plans, optimize and adjust the planning indicators of about 1980 acres of industrial warehousing land, and implement them with the approval of the municipal government. This will save the cost of enterprise commissioned planning and application time, create conditions for improving and expanding the quality of existing industrial land, comprehensively increase the capacity of Class I industrial land to 4.0, and release approximately 2.8 million square meters of industrial space carriers, opening up broad space for the development of modern urban industrial industries. The plan for the Xilang Village Industrial Agglomeration Zone has been reviewed, focusing on revitalizing inefficient village level industrial parks and promoting the development of village collective economy. In accordance with the requirements of the "Million and Ten Thousand Project", the Liwan District Sub bureau focuses on revitalizing and utilizing the existing inefficient village collective industrial park land, fundamentally improving the chronic problems of "small, scattered, and disorderly" industrial agglomeration areas. The Xilang Village Industrial Agglomeration Zone in Liwan District is one of the first batch of pilot projects for the renewal and renovation of village and town industrial agglomeration zones in Guangzhou. The Liwan District Branch is fully promoting the detailed planning and approval of urban renewal units in the project. It has been reviewed and approved by the Municipal Planning Committee. According to the pilot policy, the project's plot ratio can be increased to 5.0, and the planned total industrial construction area is about 425100 square meters. Support economic cooperatives such as Shaluo to use village reserved land for site selection and construction of high standard factory buildings. The approved site selection covers an area of approximately 26 acres and plans to construct an industrial building area of approximately 70000 square meters. In line with the new trend of industrial development, we will improve the level of industrial space services, attract high-quality enterprises to settle in, promote industrial agglomeration, upgrade business formats, and improve quality and efficiency.
