Chinese vocational education sets sail to explore the world

In Phnom Penh, Cambodia, Zeng Jinxing studied logistics at the University of Applied Science and Technology of Cambodia and planned to open a logistics express delivery point related to Chinese trade; In East Java Province, Indonesia, 16-year-old Alfidos is studying drone control technology at the Luban Workshop and is confident in his future career development; In Zambia's China Economic and Trade Cooperation Zone, Kasawa has grown from an ordinary electrician to a power station engineer through the power station operation and maintenance training course run by the China Zambia Vocational and Technical College, and is looking forward to new training... "It is better to teach people how to fish than to teach them how to fish", which is an ancient Chinese saying that now shines again on the "the Belt and Road". Since the "the Belt and Road" initiative was put forward, China's vocational education has created a number of "vocational education to the sea" brands, such as Luban Workshop, "Chinese+vocational skills", Zhejiang "Silk Road College", Jiangsu "Zhenghe College", Shandong "Banmo College", and so on. Together, they have formed a diversified overseas school running pattern of China's vocational education. With the in-depth implementation of international production capacity cooperation and the joint construction of the "the Belt and Road", China's vocational education is becoming a new supporting point for China's education opening up and a new carrier for Sino foreign economic, trade and people to people exchanges and cooperation. At the right time, it is the most distinctive feature of China's vocational education "going global" to go to sea together with Chinese enterprises to provide human resources support for the "the Belt and Road" construction and international production capacity cooperation. When Zheng Chao, Executive Vice President of the China Chamber of Commerce for Import and Export of Mechanical and Electrical Products, visited a project site of a Chinese enterprise in Singapore in 2012, most of the work was still completed by Chinese people. He told Chinese workers that "learning English well is the key to doing a good job.". When he left Singapore in 2018, the locals who took him to visit the construction site were already local employees and spoke fluent Chinese. "The massive overseas investment has made it urgent for Chinese enterprises to cultivate a large number of local employees with proficient skills, understanding of Chinese technical equipment and processes, understanding of Chinese culture, and understanding of Chinese language." Xie Chengjie, Secretary of the Party Committee and General Manager of the Nonferrous Metals Industry Talent Center, said that on the one hand, production capacity cooperation countries have requirements for the proportion of local employees hired by foreign-funded enterprises, and on the other hand, hiring local employees can also save production and operation costs for enterprises. The localization development of Chinese enterprises, from using Chinese people to hiring more local employees, embodies the vast potential of Chinese vocational education. Xie Ligao, Deputy Director of the International Department of Beijing Institute of Industry and Technology, once conducted research on Chinese funded enterprises in the non-ferrous metal industry in Zambia. She saw many types of motors piled up in the factory buildings, waiting for Chinese personnel to repair them. "It's possible that a circuit or small component is broken, but the local technicians are not able to repair it, which leads to increased equipment costs and waiting production cycles," Xie Ligao said. "The unbalanced development of vocational education in the countries along the the Belt and Road is difficult to support the demand for high-quality skilled talents at the front line of the industry; the limited Chinese ability of local employees makes it difficult to integrate with Chinese corporate culture. These have affected the deep and sustainable development of Chinese enterprises in the local area, and also affected the industrialization and prosperity of the people's livelihood of the country where the project is located." Zhou Yan, vice president of Beijing Institute of Industry and Technology, said. The non-ferrous metal industry is a pioneer in China's "going global" industry. have
