In terms of items, personal luggage and postal items entering the Shenzhen Cooperation Zone through the "first line" are tax-free within the limits of self use, reasonable quantity, and compliance with relevant regulations. For "second line" entry into the mainland, relevant regulations applicable to imported items from Macau shall be followed for supervision and taxation. During an interview, Ye Guiping, Vice President of City University of Macau and Director of the Macau Socio Economic Development Research Center, stated that "separate line management" is conducive to breaking down existing constraints and barriers, and can better combine Macau's unique advantages such as a separate tariff area, free port, and extensive external contacts with Hengqin's spatial and resource advantages, accelerating the integrated development of Qinhuangdao and Macau.
