The Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, later met with the media and stated that completing the legislation of Article 23 of the Basic Law of Hong Kong will allow Hong Kong to confidently move forward on the Yuzhi and Xingdao roads, fully striving for economic development, benefiting people's livelihoods, and adding happiness. Li Jiachao stated that today is a historic moment in Hong Kong, a moment when the sixth government and seventh Legislative Council of the Special Administrative Region have finally jointly completed their glorious mission. The constitutional responsibility and historical mission of legislating Article 23 of the Basic Law of Hong Kong have finally been fulfilled, and national security has been effectively guaranteed. Li Jiachao stated that he will sign the bill and publish the regulations in the constitution for implementation on the 23rd. The regulations enable Hong Kong to effectively prevent, stop, and punish the infiltration and destruction of hostile forces, effectively prevent "black violence" and "color revolution", effectively prevent "Hong Kong independence" and violent destruction, and prevent Hong Kong citizens from experiencing those injuries and sorrows again. He said that regulations will bring social security, stability, and prosperity. A safe and stable environment will make Hong Kong more attractive to businesses and investments. The regulations ensure both human rights and freedoms, and ensure that property and investment within the special zone are protected by law. Li Jiachao stated that completing 23 pieces of legislation is a necessary task for implementing the "One Country, Two Systems" policy, and the legislative process has given him a deeper understanding of the connotation of "One Country, Two Systems".
