The Executive Committee of the Hengqin Guangdong Macao Deep Cooperation Zone and the Working Office of the Hengqin Guangdong Macao Deep Cooperation Zone of the Guangdong Provincial People's Government jointly issued a notice on March 8th, and the cooperation zone will officially close and operate from March 1st. The notice states that according to the "Overall Plan for the Construction of the Hengqin Guangdong Macao Deep Cooperation Zone" and the "Overall Development Plan for the Hengqin Guangdong Macao Deep Cooperation Zone", the Economic Management Committee has approved the official closure and operation of the Hengqin Guangdong Macao Deep Cooperation Zone from 0:00 on March 1, 2024. According to the Overall Plan for the Construction of the Hengqin Guangdong Macao Deep Cooperation Zone, a "first line" is established between Hengqin and the Macao Special Administrative Region, and a "second line" is established between Hengqin and other regions within the territory of the People's Republic of China. Recently, the Ministry of Finance, the General Administration of Customs, the State Administration of Taxation, and others have issued relevant policies to clarify the implementation of tax policies for the cooperation zone, which include "first line" relaxation and "second line" regulation. After the announcement is released, the cooperation zone will gradually release documents such as the identification of the source and tax payment status of items leaving the cooperation zone from the "second line", allowing eligible Macao residents to bring animal and plant products from the "first line" into the cooperation zone, and credit information management. The notice states that a series of documents, including the Notice on Import and Export Tax Policies for Goods in the Hengqin Guangdong Macao Deep Cooperation Zone, the Notice on Tax Policies for Personal Luggage and Deliverables in the Hengqin Guangdong Macao Deep Cooperation Zone, and the Notice on Adjusting the Scope of Value Added Tax and Consumption Tax Refunds for Goods in the Hengqin Guangdong Macao Deep Cooperation Zone, will be implemented from the date of customs closure and operation.
