National Health Commission: Further standardize the filing of local food safety standards

According to the official website of the National Health Commission, in order to further standardize the filing of local food safety standards, the National Health Commission has issued a notice on further standardizing the filing of local food safety standards (hereinafter referred to as the "Notice"). The Notice specifies that provincial health administrative departments are responsible for the formulation, publication, filing, interpretation, tracking and evaluation of local food safety standards, and are responsible for the scientific, legal, and social stability of local food safety standards. The National Food Safety Risk Assessment Center (referred to as the Food Assessment Center) is entrusted by the National Health Commission to undertake the specific filing of local food safety standards, assist in the establishment of a local characteristic food standard technical cooperation group (hereinafter referred to as the cooperation group), and is responsible for establishing and maintaining a food safety local standard filing information system (referred to as the filing information system) and a unified national food safety local standard query platform. The Notice requires that the scope of filing local food safety standards shall comply with the provisions of Article 29 of the Food Safety Law of the People's Republic of China and Article 39 of the Measures for the Administration of Food Safety Standards; This includes product standards for local specialty foods, production and operation norms for local specialty foods, and inspection method standards for indicators in local specialty food standards that cannot be detected by existing national food safety standards. Local food safety standards shall not contradict or conflict with laws, regulations, national food safety standards, regulations and announcements of the State Council departments; It should not include standards for special foods, standards for the use and quality specifications of food additives, standards for food related products, standards for pesticide and veterinary drug residue limits and testing methods, methods for identifying and testing illegally added substances and adulterations. In terms of filing procedures, the Notice requires that provincial health administrative departments should submit filing materials to the Food Evaluation Center in accordance with the time limit and requirements stipulated in Articles 37 and 38 of the Food Safety Standard Management Measures, and submit electronic versions in the filing information system. The Food Evaluation Center regularly organizes a collaborative group to review and approve the filing materials, submit them to the National Health Commission for filing, and publish the standard text on the website of the Food Evaluation Center (Food Safety Local Standard Query Service Platform); If any problems are found, they will be reported to the relevant provincial health administrative department in the filing information system. Provincial health administrative departments shall, based on the filing opinions, timely modify and improve the filing materials, or study and revise or abolish corresponding standards.
