The reporter learned from the Ministry of Science and Technology that the Artificial Intelligence Ethics Committee of the National Science and Technology Ethics Committee has recently formulated the "Ethical Guidelines for Brain Computer Interface Research", which is China's first ethical guideline in the field of brain computer interface research. It clarifies that conducting brain computer interface research should ensure that the research has social value and should mainly focus on repairing brain computer interface technology, emphasizing the development of technology to serve the health needs of the public. Brain computer interface is a new cross technology that creates information channels between the brain and external devices, and realizes direct information exchange between the two. Its applications mainly include medical health, communication, and entertainment, especially in improving the motor, communication, and perception functions of patients with neurological paralysis. The guidelines released this time clarify six basic principles: "ensuring health and improving well-being", "respecting subjects and applying them moderately", "adhering to fairness and ensuring fairness", "risk control and ensuring safety", "information disclosure and informed protection", and "supporting innovation and strict standards". It points out that brain computer interface research should be moderate and harmless, and the fundamental purpose of research is to assist, enhance, and Repair the sensation of the human body - improve motor function or human-computer interaction ability, and enhance human health and well-being; For rare diseases that seriously endanger life and have no other effective treatment methods, clinical trials of innovative brain computer interface products can be carried out with full informed consent, while strictly complying with relevant national regulations on medical devices and clinical research. The guidelines emphasize that conducting brain computer interface research on the human body should be applied for and approved through ethical review in accordance with relevant regulations such as the Measures for Ethical Review of Life Sciences and Medical Research Involving Human Beings. Safety and effectiveness should be fully verified in accordance with the guiding principles and relevant standards for surgical and active implants, including providing biocompatibility testing reports, type testing reports, and safety and effectiveness reports for large animals. The guidelines further clarify the general requirements for conducting brain computer interface research, emphasizing that conducting brain computer interface research must comply with relevant laws and regulations in China, follow internationally recognized ethical standards, and adhere to professional consensus and technical norms reached by the scientific community. It is prohibited to conduct illegal activities, infringe upon the legitimate rights and interests of others, or disrupt social stability through brain computer interface research. False advertising information that does not match the actual effect of the brain computer interface shall not be disseminated. The Artificial Intelligence Ethics Sub Committee of the National Science and Technology Ethics Committee organized several units, including Pengcheng Laboratory, Peking University, and Zhejiang University, to draft guidelines. During the drafting process, a systematic review was conducted on the requirements of relevant laws and regulations in China regarding personal privacy, data information, informed consent, and other aspects related to brain computer interface research.
