On the 30th, the Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, presided over a press conference on "Maintaining National Security: Public Consultation on the Legislation of Article 23 of the Basic Law" at the headquarters of the Hong Kong Special Administrative Region Government, announcing that the government will officially commence public consultation on the legislation of Article 23 of the Basic Law of Hong Kong from today until February 28th. Li Jiachao said that the legislation of Article 23 of the Basic Law of Hong Kong must be done and done as soon as possible, which is the constitutional responsibility of the Hong Kong Special Administrative Region. Hong Kong society has experienced the 2019 Hong Kong version of the "Color Revolution", and everyone has experienced and understood the importance of national security. They understand that national security risks are serious, real, and can come suddenly. With the increasing complexity of geopolitics, it is necessary to repair this "weakness" as soon as possible. Li Jiachao said that the legislative proposal adopts the following principles: firstly, the highest principle of the "One Country, Two Systems" policy is to safeguard national sovereignty, security, and development interests; Secondly, respect and protect human rights, and protect the rights and freedoms enjoyed in accordance with the relevant provisions of the Basic Law of Hong Kong, the International Covenant on Civil and Political Rights, and the International Covenant on Economic, Social and Cultural Rights applicable to the Hong Kong Special Administrative Region in accordance with the law; Thirdly, for acts and activities that endanger national security, we should adhere to the principle of the rule of law and actively prevent and punish them in accordance with the law. The Secretary for Justice of the Hong Kong Special Administrative Region Government, Lin Dingguo, and the Secretary for Security, Deng Bingqiang, attended the press conference. Lin Dingguo stated that without national security, no one can enjoy or exercise their rights and freedoms, and personal safety and property will also be threatened. Article 23 of the Basic Law of Hong Kong is enacted to target a very small number of individuals who pose a threat to national security, with the aim of providing better protection for everyone's life, property, investment, rights, and freedoms. Deng Bingqiang introduced the content and legislative suggestions of the consultation document. He stated that the SAR government has considered relevant foreign laws, current laws applicable to the Hong Kong Special Administrative Region, and the actual situation of the Hong Kong Special Administrative Region in making recommendations. The SAR government will appropriately draw on the laws of other countries to maintain national security, but will not completely copy foreign laws into the legal system of the Hong Kong Special Administrative Region. Li Jiachao said that he hopes to complete the legislation of Article 23 of the Basic Law of Hong Kong as soon as possible, so that Hong Kong can concentrate as soon as possible, focus on promoting the economy and development, and allow citizens to share more economic dividends.
